The consultant will conduct a final independent evaluation of the project supporting the Government of Kazakhstan in migration policy-making through the GCM and the Almaty Process. The evaluation will assess project relevance, coherence, effectiveness, efficiency, impact, and sustainability, providing recommendations for future activities.

Responsibilities

  • Develop an inception report including evaluation matrix, interview guides, and data collection tools.
  • Conduct data collection through document review, interviews, focus group discussions, and surveys.
  • Analyze data using mixed methods and triangulate findings.
  • Prepare a draft evaluation report including executive summary, findings, conclusions, and recommendations.
  • Present preliminary findings to the project team and incorporate feedback.
  • Produce a final evaluation report meeting UNEG quality standards.
  • Prepare a two-page evaluation brief summarizing key findings and recommendations.
  • Draft a management response matrix with recommendations and implementation timelines.
  • Ensure confidentiality and ethical standards throughout the evaluation process.

Requirements

  • Master's degree in social sciences, international relations, development studies, migration studies, or related field.
  • At least 7 years of professional experience in evaluation, migration policy, or related fields.
  • Proven experience in conducting evaluations using OECD-DAC criteria.
  • Strong knowledge of migration governance, international migration frameworks including the Global Compact for Migration (GCM) and regional cooperation mechanisms such as the Almaty Process.
  • Experience working with UN agencies or international organizations is desirable.
  • Excellent analytical and report writing skills in English.
  • Ability to conduct interviews, focus group discussions, and surveys.
  • Familiarity with gender and human rights mainstreaming in evaluations.
  • Ability to work independently and deliver high-quality outputs within deadlines.
