The MEAL Manager provides strategic leadership for Monitoring, Evaluation, Accountability and Learning across the Human Mobility Hub and its partner-led programmes. The role involves developing MEAL systems, strengthening partner capacity, championing accountability to affected communities, and ensuring evidence and learning drive programme quality and strategic decision-making.

Responsibilities

  • Lead the design, implementation and continuous improvement of MEAL strategies, systems, standards and SOPs across the Human Mobility Hub.
  • Strengthen the quality of partner-led programmes through technical guidance, quality assurance, and capacity development.
  • Develop learning agendas, evaluations, and evidence generation that influence programme adaptation and organisational strategy.
  • Champion accountability by strengthening community feedback mechanisms and ensuring communities' voices shape programme decisions.
  • Support proposal development, logframes, theories of change, indicators, and MEAL budgets for donor-funded programmes.
  • Build and facilitate a vibrant MEAL Community of Practice that promotes peer learning and harmonised approaches across partners.
  • Promote ethical data management, safeguarding, data protection, and Safe & Inclusive Programming throughout all MEAL processes.
  • Lead the rollout of digital MEAL systems and information management platforms that improve programme quality and reporting.
  • Mentor and coach MEAL staff and partners while fostering a culture of collaboration, innovation, and continuous learning.

Requirements

  • At least 6 years of progressive MEAL experience, including 3 years in a management role within an international NGO.
  • Experience supporting humanitarian or displacement programmes in complex or post-conflict environments.
  • Strong expertise in monitoring, evaluation, research, accountability, learning, and information management.
  • Demonstrated experience working with local partners and strengthening partner-led MEAL systems.
  • Excellent analytical skills and the ability to transform complex data into actionable insights.
  • Experience with digital data collection platforms, programme evaluations, and evidence generation.
  • Strong facilitation, coaching, and stakeholder engagement skills.
  • Fluency in English and Arabic (French is an advantage).
