The Project Analyst will lead the project management unit, ensuring technical, administrative, logistical, and financial support for the implementation of a project aimed at reducing deforestation and degradation of intact forest landscapes in the Bolivian Amazon. The role involves strategic management, inter-institutional coordination, technical planning, financial oversight, risk management, team supervision, and knowledge management.

Responsibilities

  • Lead project implementation ensuring integration and co-financing compliance with various stakeholders including government ministries, UN agencies, international cooperation, civil society, indigenous peoples, local communities, and private sector.
  • Monitor normative processes and support regulatory proposal development aligned with state planning instruments.
  • Lead implementation of the Stakeholder Engagement Plan ensuring consultation, feedback, and systematic documentation with institutional actors, indigenous peoples, and local communities.
  • Promote coordination and communication among project partners, stakeholders, beneficiaries, and related entities.
  • Develop annual work plans and budgets in consultation with the UNDP country office and technical support.
  • Coordinate with the Project Board to ensure overall project direction and integrity and report regularly on technical progress.
  • Support identification of cooperation opportunities and prepare concept notes based on lessons learned and best practices.
  • Ensure technical, administrative, and financial implementation of the project according to approved work plans and budgets, managing schedules, procurement, and contract supervision.
  • Develop, implement, and monitor project Monitoring and Evaluation plans, ensuring quality of verification means and preparing reports as requested.
  • Coordinate gender action plan implementation ensuring gender and intergenerational mainstreaming and empowerment of women and youth.
  • Ensure timely and quality implementation of social and environmental safeguards instruments including social and environmental evaluation procedures and indigenous peoples plans.
  • Support audits, evaluations, and reviews required by UNDP.
  • Monitor project progress and challenges applying adaptive management.
  • Prepare mid-term review and final evaluation reports according to UNDP-GEF standards.
  • Ensure proper use of funds according to financial rules and consolidate financial reports.
  • Supervise management of Small Grants ensuring compliance with UNDP policies and accountability.
  • Prepare administrative and financial reports and maintain financial records with support from administration associate.
  • Manage and monitor project risks including social and environmental risks, maintaining risk registers and reporting to Project Board.
  • Respond to complaints and concerns through the grievance mechanism coordinating with gender, safeguards, and participation focal points.
  • Evaluate and prepare documentation for project amendments as required.
  • Provide technical, operational, administrative, and financial guidance to project management unit members.
  • Supervise and coordinate project team tasks ensuring timely and quality delivery.
  • Prepare terms of reference and technical specifications for hiring project personnel, consultants, goods, and services.
  • Select and supervise consultants and contracted entities ensuring technical execution and quality of deliverables.
  • Promote use of digital solutions and innovations for knowledge management and monitoring.
  • Document lessons learned, best practices, and products generated during project implementation.
  • Perform other functions as required for efficient office and organizational functioning.

Requirements

  • Master's Degree with 2 years of experience OR Bachelor's Degree with 4 years of experience
  • Fluency in Spanish is required
  • Fluency in English is required
