The consultant will conduct an evaluability study of the UNICEF Guinea cooperation programme 2024-2028 to assess the robustness of the programme design, measurability, quality of monitoring and evaluation framework, and feasibility of implementation and results achievement. The study will inform mid-term review and programme adjustments to improve success chances.

Responsibilities

  • Conduct an evaluability study of the UNICEF Guinea cooperation programme 2024-2028 focusing on programme design robustness, measurability, monitoring and evaluation framework quality, and feasibility of implementation and results achievement.
  • Provide solid evidence to inform UNICEF planning for upcoming years to improve chances of success.
  • Deliver the study within the agreed timeframe and according to the terms of reference.
  • Engage with a wide range of stakeholders including government, civil society, and international development agencies through a consultative approach.

Requirements

  • A Master's degree (Bac+5) in evaluation, economics, education, sociology, humanitarian assistance or other social sciences is required.
  • At least 10 years of experience in monitoring and evaluation of programmes or projects is required.
  • Experience in data collection and qualitative and quantitative analysis methods is required.
  • Proven experience in conducting evaluability studies, with a recent electronic evaluability study authored by the consultant to be submitted with the application.
  • Knowledge of UNICEF planning, monitoring, evaluation and reporting systems and HACT is required.
  • Experience in child-focused evaluations is an asset.
  • Experience in UNICEF country programme evaluations or UN agency evaluations is an asset.
  • Experience working with a wide range of stakeholders (civil society organizations, government, international development agencies) through a consultative approach is required.
  • Experience working in West and Central Africa, particularly Guinea, is an asset.
  • Proven ability to deliver effectively and on time and achieve results.
  • Excellent writing skills in French and good command of English are mandatory.
  • Fluency in French and good level in English are required.
