See your match score & applyThe Project Officer (Reintegration) supports the coordination and delivery of assistance to returning migrants in Niger. The role involves strengthening reintegration schemes, planning, budgeting, implementation, and monitoring and evaluation of migrants’ reintegration assistance under the Migrant Protection, Return and Reintegration Programme in Sub-Saharan Africa.
Responsibilities
- Contribute to oversight and coordination of IOM caseworkers, reintegration assistants and reintegration and/or protection partners.
- Facilitate training as well as ongoing counselling and guidance to staff and contribute to the establishment of a sound reintegration case management system in compliance with IOM standards of assistance.
- Support and provide technical inputs for the establishment of national reintegration schemes in coordination with national counterparts (government, civil society, etc.).
- Provide information and technical assistance for the development, enhancement, and implementation of national standard operating procedures (SoPs) related to return and reintegration.
- Coordinate with sending missions to facilitate timely and dignified return of migrants to Niger and adjust the reintegration schemes based on IOM and donors’ guidelines.
- Facilitate the mainstreaming of protection into reintegration activities by encouraging and providing guidance for the provision of adequate assistance for vulnerable categories of migrants, such as victims of trafficking, unaccompanied migrants, and migrants with psychosocial and/or physical health concerns.
- Assess training needs on reintegration and/or protection issues and need for capacity building among local authorities, local NGOs, international NGOs, and other stakeholders.
- Provide technical assistance, capacity building support and guidance to implementing partners and Government counterpart.
- Assess the possibility to fluent implementation of community projects in areas with high numbers of returnees.
- Monitor and follow up on the proper documentation and reporting of reintegration activities and projects carried out; ensure supportive documents for the projects are recorded in the database and draft portions of donor reports concerning reintegration activities.
- Oversee appropriate data management of reintegration beneficiaries, including entering case data into IOM databases and proper filing in accordance with IOM Data Protection Principles.
- Contribute to the development of project concepts/proposals, resource mobilization initiatives related to reintegration, as appropriate.
- Maintain close contacts with national and state authorities, programme partners, civil society, the international community, and donors to coordinate the delivery of reintegration support and to maintain visibility of activities.
- Perform such other duties as may be assigned.
Requirements
- Master’s degree in International Relations, Political Science, Humanitarian Affairs, Economic Development, Business or Public Administration, International Studies, or a related field from an accredited academic institution with two years of relevant professional experience, or, University degree in the above fields with four years of relevant professional experience.
- Accredited Universities are those listed in the UNESCO World Higher Education Database.
- Experience in programme conceptualisation, monitoring, reporting and evaluation.
- Experience in project development and capacity-building activities.
- Experience in liaising with governmental and diplomatic authorities as well as with national and international institutions.
- Familiarity with financial and business administration.
- Proven understanding of internal and international migration issues in the country and in the Region.
- Experience in organizing consultations, workshops and seminars with stakeholders.
- In depth knowledge of the broad range of migration related subject areas dealt with by the Organization.
- Knowledge of UN and bilateral donor programming.
- Proven ability to establish and maintain strong working relations with relevant Government counterparts, international organizations and private sector entities.
- Good supervision, coordination, and information management skills.
- Good knowledge of the UN System, NGOs and other international organizations/institutions.
- Knowledge of migration data, labour migration patterns in Niger and ability to negotiate with government authorities.
- Good knowledge of human and financial resources management.
- Good conceptualization, analytical and writing skills.
- Good communication, organizational and interpersonal relationship skills.
- Ability to meet deadlines and work under pressure with minimum supervision.
- Ability to maintain partnerships with development partners, government counterparts, UN agencies, local authorities and other relevant stakeholders.
- Fluency in English and French is required (oral and written).
- Working knowledge of another official UN language (Arabic, Chinese, Russian and Spanish) is an advantage.
