The Finance Officer ensures the integrity, transparency, and accuracy of Save the Children’s financial processes in Hanoi. The role oversees accounting, financial planning and analysis, partner financial management, internal monitoring, audit coordination, risk management, and capacity building to strengthen financial governance and efficiency.

Responsibilities

  • Develop proposal budgets in collaboration with Project Managers and Program Development team ensuring compliance with donor regulations
  • Support annual master budget phasing and regularly update financial planning with Budget Holders
  • Analyse financial data including program and support costs to inform decision-making
  • Monitor budget vs. actual reports and address variances with Project Managers
  • Prepare donor financial reports ensuring compliance with templates and timelines
  • Ensure timely and accurate recording of income and expenses adhering to accounting principles and policies
  • Maintain balance sheet accounts ensuring accuracy and valuation
  • Process payroll, social health and unemployment insurance contributions, and ensure timely tax submissions and payments
  • Complete month-end and year-end financial closures including reconciliations and reporting
  • Maintain financial systems ensuring accurate coding and timely backups
  • Oversee budget codes and review procurement requests ensuring timely invoice reconciliation and payments
  • Participate in Procurement Committee to ensure effective purchases
  • Conduct financial assessments and monitoring for partners and deliver financial management training
  • Review partner advances and reports ensuring alignment with budgets and policies
  • Coordinate external audits including preparation, field coordination and follow-up
  • Provide financial training to staff and support development of financial toolkits
  • Provide backup support for finance and support services during absences or emergencies
  • Participate in emergency response financial activities and staff interview panels as required

Requirements

  • Bachelor’s degree in finance or relevant subject, MA and other professional certificates are preferable
  • At least 3 years’ experience in financial management, including accounting, auditing, budgeting, and financial analysis, preferably in international NGOs
  • Strong understanding of Vietnamese government systems and international development standards
  • Proven skills in using financial management systems and software
  • Excellent problem-solving, communication, collaboration and interpersonal skills
  • Ability to manage multiple priorities and meet deadlines
  • Fluent in English and Vietnamese (both written and spoken)
  • Proven commitment to children rights and equality of opportunity
  • Good computer and IT skills, including capability in applying new technologies (i.e. AI) to deliver high quality of works
  • Knowledge of Vietnam development issues and NGO networks (desirable)
