The Business Process Analyst will support the digital transformation of Moldova's social protection system by providing technical expertise for digital system development, integration, stakeholder engagement, and capacity building. The role involves working closely with national counterparts to enhance social welfare through improved digital infrastructure and service delivery.

Responsibilities

  • Provide technical expertise for the phased development of the eSocial digital case management module, focusing on regional-level service provision and its interconnection with employment business processes.
  • Support the development of the second-level case management system for the 10 Territorial Social Assistance Agencies (ATAS).
  • Contribute to the Terms of Reference for future case management iterations and define analytical reporting frameworks and dashboards.
  • Facilitate integration of external IT systems into eSocial, including those of the State Labour Inspectorate and other modules.
  • Collaborate with the Project’s Development Unit and Product Analysts to translate institutional needs into functional requirements.
  • Provide strategic mentoring and procedural and technical oversight for digitised documentation of social services across Territorial Social Assistance Structures.
  • Identify and analyze technical system issues, translate operational challenges into change requests, and validate technical resolutions.
  • Synthesize stakeholder feedback into system enhancements and coordinate implementation with technical teams.
  • Architect and implement operational governance frameworks for the eSocial system to ensure sustainability and integration.
  • Manage communication and cooperation between the Ministry of Labour and Social Protection and relevant institutions to ensure unified integrated case management.
  • Contribute to capacity-building curricula design and deliver training to stakeholders on new eSocial module iterations.
  • Maintain linkages with project beneficiaries to promote inclusive implementation and accurate interpretation of objectives.
  • Facilitate knowledge and capacity building, knowledge sharing, and advocacy relevant to the thematic area.
  • Identify, synthesize and document best practices and lessons learned from the project and partners.
  • Participate in knowledge networks and communities of practice, support knowledge platform establishment, and develop knowledge resources.
  • Promote resource sharing and information flow among beneficiaries to enhance cost-efficiency and sustainability.
  • Prepare thematic briefs for beneficiaries providing evidence-based insights for decision-making.
  • Promote advocacy on development trends and collaboration opportunities with partners and UNDP communications staff.
  • Perform other duties as necessary for efficient functioning of the Office and Organization.

Requirements

  • Advanced university degree (Master's degree or equivalent) in Social Sciences, Economics, Finance, Management, Business Administration, Law, IT/Computer Sciences, Engineering, or related field is required; or a first-level university degree (Bachelor’s degree) in the areas mentioned above in combination with an additional two (2) years of qualifying experience will be given due consideration in lieu of the advanced university degree.
  • Minimum 2 years (with Master’s degree) or 4 years (with Bachelor’s degree) of progressively responsible relevant experience (at the national or international level) in assignments related to the assessment, re-engineering and/or design of services.
  • Experience in social protection, child protection, employment, digital transformation, institutional development.
  • Experience in the use of computers, office software packages and web-based management systems.
  • Experience in providing technical or advisory support to public sector entities and governmental institutions (desired).
  • Experience in working on interventions/projects in the ICT/digital transformation and/or digital inclusion area (desired).
  • Experience in working, liaising, and collaborating with UN agencies, NGOs, civil society organizations, and public international organizations (desired).
  • Experience in national-level reform environments, specifically in documenting and mapping business processes to support institutional transformation (desired).
  • Fluency in English and Romanian is required.
  • Knowledge of one or more minority languages relevant for Moldova, including Russian, Romani, Gagauzian, Bulgarian, Ukrainian and sign language, is an asset.
