See your match score & applyThe Senior Evaluation Officer contributes to the delivery of the division’s work program by conducting complex evaluations, co-leading and supporting moderately complex evaluations, and providing evaluation expertise to junior colleagues. The role involves designing, conducting, and reporting evaluations in accordance with the Bank’s Evaluation Policy and international standards, managing evaluation teams and resources, promoting evaluation culture, and building strategic partnerships.
Responsibilities
- Contribute to the delivery of complex evaluations, and co-lead or support moderately complex evaluations, of the Bank’s interventions including policies, strategies, operations, country/regional, sector, thematic or corporate priorities.
- Contribute to the design, conduct and reporting of evaluations in accordance with the Bank’s Evaluation Policy and Manual and international evaluation standards (e.g., OECD-DAC evaluation standards and the Evaluation Cooperation Group (ECG) Good Practice Standards).
- Develop the scope and concept note of the evaluation.
- Prepare an approach paper including Theory of Change, evaluation design, methodologies, analytical framework, and data collection tools.
- Develop terms of reference for consultancy support and support procurement process.
- Carry out data collection and code data according to evaluation approach.
- Analyse findings of evaluations and report on evaluation results with clear, evidence-based recommendations.
- Establish quality management process including peer-review terms of reference.
- Provide regular progress reports to IDEV management.
- Communicate evaluation mandate and approach to Bank managers and staff and engage them throughout the evaluation process.
- Consult widely and engage regularly with Bank’s Management and staff at headquarters and country/regional levels.
- Identify improvements to evaluation process and communicate lessons learned.
- Co-lead or support management of human and financial resources of evaluation teams ensuring cost-effective, rigorous, and timely delivery.
- Supervise staff and consultants, manage project budgets, monitor resource use.
- Manage multidisciplinary project teams and develop work plans, schedules, and budgets.
- Provide guidance and supervision to deliver high-quality evaluation products.
- Convey priorities, monitor progress, provide feedback, and manage performance.
- Make timely decisions under pressure to ensure effective evaluation project management.
- Promote evaluation as an accountability and learning tool within the Bank and Regional Member Countries (RMCs).
- Support evaluation capacity development initiatives and deliver training.
- Ensure effective communication of evaluation findings to stakeholders using innovative tools and appropriate channels.
- Review documents from Bank units to ensure lessons are incorporated in policy and operations design.
- Organize meetings, workshops, and discussion fora to establish dialogue on evaluation results.
- Prepare oral or written answers to enquiries about IDEV’s evaluation work.
- Represent IDEV in conferences, workshops, and seminars to promote evaluation perspectives and results.
- Engage in evaluation communities of practice and share lessons learned.
- Build and maintain strategic partnerships with counterparts in other international institutions for collaboration and knowledge sharing.
- Perform other duties as required.
Requirements
- Holds at least a Masters’ degree, with specialization in economics, sociology, statistics, public administration or development-related field.
- Degree or certificate in development evaluation, development-oriented research and/or program/project planning, management and evaluation.
- A minimum of five (5) years of experience in formulating, implementing and evaluating development interventions, in accordance with international evaluation standards (e.g., OECD Development Assistance Committee (DAC) (OECD-DAC) quality standards and Evaluation Cooperation Group (ECG) Good Practice Standards).
- Experience in development planning, management and evaluation in Multilateral Development Banks or other international development agencies.
- Experience in writing evaluation and/or research reports.
- Experience in providing strategic advice to management.
- Facilitation experience in multi-cultural or multi-sector setting.
- Knowledge of the Bank’s mandate, strategic priorities, policies, strategies and operations.
- Knowledge of evaluation theories including approaches, designs and methods.
- Knowledge of independent evaluation principles, standards, and procedures including OECD-DAC Evaluation Standards and ECG Good Practice Standards.
- Knowledge of developments and trends in international development.
- Knowledge of different types of evaluations, evaluation design and quantitative and qualitative methods.
- Knowledge of quantitative and qualitative methods.
- Knowledge of development theories and issues relating, in particular, to Africa.
- Ability to manage projects, to manage project teams and to provide expert advice to project teams.
- Knowledge of the Bank’s Evaluation Policy and manual, OECD-DAC Evaluation Standards and ECG Good Practice Standards.
- Managing relationships: Team working relationship management and leading people with good interpersonal, supervisory and communication skills.
- Ability to operate under pressure and adapt to changing priorities.
- Demonstrated analytical and writing skills, and attention to detail.
- Ability to communicate effectively (in writing and orally) in English or French, preferably with a working knowledge of the other. Proficiency in both languages is desirable.
- Competence in the use of standard Microsoft Office Suite applications (Word, Excel, PowerPoint).
- Competence in qualitative analysis software (e.g. Atlas.ti), artificial intelligence (AI) and use of GIS and remote sensing data for evaluations is desirable.
