The consultant will conduct a comprehensive assessment and revision of green economy content in VET curricula in Moldova, develop a methodological framework for integration, revise curricula, and deliver teacher training to support sustainable implementation of green economy principles in vocational education.
Responsibilities
- Conduct a rapid but comprehensive assessment of the current state of green economy content in the curricula of 5 selected VET institutions, including review of curricula, interviews, focus groups, and mapping of policies and standards.
- Develop a methodological framework document for integrating green economy principles into VET study programmes, defining competencies, transversal principles, thematic modules, and alignment with national and EU standards.
- Develop revised versions of training curricula for participating VET institutions with integrated green economy content, learning outcomes, teaching methods, assessment modalities, and guidance manuals for teaching staff.
- Design and deliver a targeted capacity-building programme for VET teachers, including development of training packages, design of training sessions, delivery of workshops, and provision of post-training support and guidance.
Requirements
- Master’s degree or equivalent in Environmental Science, Ecology, or Sustainable Development Education, Curriculum Development, or Pedagogy, Economics with specialization in Green/Circular Economy or Sustainable Development, Agronomy, Energy Engineering, or another sector discipline relevant to green vocational training or a related field is required.
- A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- An additional qualification or certified training in at least one of the following is considered a strong asset: Curriculum design and development for VET or competency-based education; Green economy, environmental management, or sustainability certifications (e.g., ISO, ESCO, EU Taxonomy-related training); Teacher training methodology or adult learning facilitation.
- At least 5 years of progressively responsible professional experience in green economy, sustainable development, or environmental policy, combined with practical engagement with education or workforce development is required.
- Experience in curriculum development or revision, preferably within VET or technical education contexts (at least two assignments) is required.
- Prior experience in designing and delivering training programmes for educators, practitioners, or technical staff on green economy or sustainability topics is an asset.
- Experience engaging with VET institutions, Ministries of Education, or national qualification bodies in Moldova or comparable countries is an asset.
- Experience producing high-quality technical reports, curriculum documents, training packages, or policy guidance in both Romanian and at least one other language is an asset.
- Experience working with or for international organizations, development programmes, or EU-funded projects is an asset.
- Fluency in Romanian is required.
- Knowledge of Russian and English is an asset.
