The Protection Officer supports the planning, implementation, and monitoring of Protection programming in Türkiye, focusing on programme support, data and case management systems, protection information management, and reporting. The role involves coordinating Protection Information Management systems, analyzing protection data, and contributing to donor and inter-agency reporting.
Responsibilities
- Contribute to the planning, implementation and monitoring of the Country Office’s Protection programming, including administrative, operational, and financial management of relevant projects.
- Contribute to strengthening protection programming across the CO, including protection mainstreaming, and strengthening internal processes and case management implementation, including through participating in the development of standard operating procedures, case management systems, and internal guidelines in line with IOMs protection standards.
- Coordinate tracking of program progress, including maintaining programme databases and financial tracking systems, assisting with budget coordination, tracking expenditures and procurement plans, and liaising with relevant support units.
- Assist in coordinating the development, maintenance, and continuous improvement of Protection Information Management (PIM) systems, including MIMOSA, and data collection tools.
- Contribute to harmonized, secure, and interoperable data collection processes across protection sub-units (including ECM, GBV, Child Protection, Counter-Trafficking, and AVRR), and to data quality assurance, including validation, cleaning, and compliance with IOM data protection principles.
- Serve as the focal point for PIM and reporting within the Protection Unit, providing technical guidance and coordinating data and information management functions across sub-units.
- Analyse protection case management data to identify trends and vulnerabilities, and prepare dashboards, analytical briefs, vulnerability mapping, and thematic reports highlighting programme impact and migrant experiences.
- Assist in coordinating the timely and quality preparation and submission of progress and other reports, in close coordination with relevant units in the CO and according to requirements of IOM, donors and relevant stakeholders.
- Track and report on SRF, donor, and internal indicators, and contribute to strengthening the Protection Unit’s M&E framework, in coordination with the CO’s MEAL team.
- Contribute to reflecting protection data and analysis in donor reports, inter-agency reporting, and humanitarian response plans.
- Participate in relevant donor and partner meetings, briefings, and coordination forums at national and international level, providing technical input on protection data and reporting.
- Undertake regular visits to sub-offices to support Protection programme implementation and data/reporting functions.
- Perform other duties as may be assigned.
Requirements
- Master’s degree in International Relations, Political Science, Humanitarian Affairs, Economic Development, Business or Public Administration, International Studies or a related field from an accredited academic institution with two years of relevant professional experience, or; University degree in the above fields with four years of relevant professional experience.
- Experience in protection programming in humanitarian or migration contexts, including migrant protection, AVRR/return and reintegration, counter-trafficking, child protection, GBV, and/or broader protection responses.
- Demonstrated experience in Protection Information Management (PIM), including the use and management of case management systems (e.g. MiMOSA, RIMS or similar), with a focus on data quality, analysis, and reporting.
- Experience in data analysis, visualization, and reporting, including production of donor reports, analytical briefs, and communication products synthesizing quantitative and qualitative data.
- Experience in supporting programme implementation and monitoring, including results-based management, indicator tracking, and reporting.
- Experience in supporting or strengthening case management systems and processes, including SOP development, data quality assurance, and adherence to protection standards.
- Experience working with UN agencies, NGOs, government counterparts, or international organizations in a multi-sectoral environment.
- Experience in coordination and stakeholder engagement across teams and functions, including working on cross-cutting themes.
- Experience in capacity building, including delivering or supporting trainings on protection principles, case management, and/or information management systems.
- Strong knowledge of protection principles, case management processes, and protection standards.
- Strong knowledge of Protection Information Management (PIM), including case management systems such as MiMOSA or similar platforms.
- Good knowledge of data protection, confidentiality, and ethical information management frameworks.
- Strong analytical and reporting skills, including ability to translate data into actionable insights and produce high-quality written outputs.
- Proficiency in data management and analysis tools (e.g. Excel, Power BI, Tableau, Kobo/ODK; knowledge of SQL, R, or Python is an asset).
- Strong coordination and stakeholder engagement skills.
- Strong organizational and planning skills, with ability to manage multiple priorities and work under pressure.
- Excellent communication and drafting skills.
- Knowledge of UN systems and donor reporting requirements is an advantage.
- Fluency in English (oral and written) is required.
- Working knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) is an advantage.
