The Project Support Unit (PSU) Coordinator is responsible for managing operational, administrative, and financial aspects of the PSU in IOM Central African Republic. The role includes project development, reporting, monitoring and evaluation, resource mobilization, and coordination with various stakeholders to support IOM programs in CAR.

Responsibilities

  • Coordinate and administer the operational, administrative, and financial aspects of the Program Support Unit (PSU) of IOM CAR, including oversight responsibilities in the areas of project development, support to PMs with reporting and Monitoring and Evaluation (M&E).
  • Support the CoM lead resource mobilization efforts for the Country Office (CO) by establishing and maintaining regular contact with donors, including organizing and participating in meetings and visits, contributing to the development, review, and distribution of project funding submissions/proposals and appeals, and advising on donor policies and priorities.
  • Ensure adequate follow-up with mission staff in terms of strategic input and key decisions, and substantively support the mission's development and implementation of country strategies.
  • Provide strategic recommendations and operational approaches according to the Country Strategies, government and donors’ interests and priorities, and in line with the IOM’s global and regional strategies.
  • In coordination with PMs, establish and maintain strong partnerships and liaisons in coordination with relevant government ministries, local authorities, UN agencies, and other stakeholders at the technical level to foster IOM’s strategic goals in the relevant programmatic areas.
  • Promote dialogue, information-sharing, and cooperation among government and non-governmental actors.
  • Support PMs with reporting activities, including reviewing PMs draft of narrative project reports in line with IOM and/or donor formats.
  • Produce internal reports for senior management and external reporting materials, such as external situation reports, updates, or the annual report.
  • Maintain accurate and pertinent records of all correspondence, project development and reporting files, and administration information.
  • Ensure and support PMs with correct management of proposals and reports in IOM’s corporate system, Project Information and Management Application (PRIMA).
  • In coordination with the Chief of Mission and PMs, establish and manage a common program Monitoring and Evaluation framework that also incorporates regular reporting requirements and impact evaluation strategies from PMs.
  • Guide Monitoring and Evaluation activities to support data collection and inform/identify in advance implementation challenges, formulate solutions, and support the project managers to ensure the timely delivery of activities and services within the designated timeframe.
  • Ensure the development of project-specific Communication and Visibility Plans and production of visibility/communications materials, in close coordination with the CO’s Media and Communications Officer.
  • Act as the mission`s focal point for cross-thematic regional projects and ensure effective coordination and communication of the IOM CAR contribution.
  • Represent IOM at country-level meetings, public events, forums, seminars, and workshops.
  • In coordination with RO, guide, coach, and train mission staff on project development, reporting, and M&E, including the usage of relevant tools such as PRIMA.
  • Perform such other duties as may be assigned.

Requirements

  • Master’s degree in Political or Social Sciences, Business Administration, International Relations, or Law from an accredited academic institution with five years of relevant professional experience; or University degree in the above fields with seven years of relevant professional experience.
  • Accredited Universities are those listed in the UNESCO World Higher Education Database.
  • Successful track record in programme coordination, including administrative and budgetary aspects, as well as monitoring and evaluation.
  • Extensive experience in program/ project development and reporting.
  • Experience in liaising with governmental authorities, other national/international institutions, and Non-Governmental Organisations.
  • Proficiency in IOM systems, rules and regulations, and experience in using the IOM project information and management application PRIMA, is a distinct advantage.
  • Experience working on topics related to disaster risk management/ disaster risk reduction/ climate change adaptation in the Pacific region is a distinct advantage.
  • Excellent writing, conceptualization, and reporting skills.
  • In-depth knowledge of the broad range of migration-related subject areas dealt with by the Organization in the region.
  • Familiarity with the (IOM) project management cycle.
  • Demonstrated financial management skills.
  • Demonstrated ability to supervise and manage staff.
  • Knowledge of UN and bilateral donors’ programming.
  • Proven high-level representation and coordination skills.
  • Ability to work effectively and deliver under pressure, multiple competing priorities, and strict deadlines.
  • Strong attention to detail, and excellent organizational skills.
  • Willingness to travel to remote and isolated field locations.
  • Fluency in English and French is required (oral and written).
  • Working knowledge of another official UN languages (Arabic, Chinese, Russian, and Spanish) is an advantage.
  • Proficiency in language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
