See your match score & applyThe Programme Coordinator (Site Development) will coordinate and oversee the implementation of Site Development programme activities within the Site Management and Site Development Unit in Cox's Bazar, Bangladesh. The role ensures that site development activities contribute effectively to disaster risk reduction, environmental restoration, and safe access to services for beneficiaries, complementing other IOM programmes.
Responsibilities
- Develop, implement, and monitor the administrative and operational Site Development activities in the camps.
- Supervise the Site Development Operation Officers and oversee the SD team responsible for the execution of site development works in the camps.
- Ensure good and effective coordination of field implementation of Site Development activities across the 17 camps in the IOM SMSD Area of Responsibility.
- Supervise and oversee the Site Planning team responsible for the site planning in IOM camps and ensure the linkage with the infrastructure works and shelter construction on the ground.
- Mainstream environmental restoration in Site Planning and Site Development activities and coordinate with the stakeholders of the Energy and Environment Network in Cox’s Bazar response.
- Manage resources, workflows and ensure no gaps, nor duplication to facilitate execution of all site development works and infrastructure projects in a timely manner.
- Ensure the application of the Site Management and Site Development Unit’s Programme Strategy, minimum standards for camp management, standard operating procedures and policies while liaising with sector / partner organizations and governmental authorities.
- Monitor IOM’s Implementing Partners to execute site development works, provide a framework for technical support and contribute to the building of their capacities.
- Ensure the inclusion of community’s feedback and participation in Site Development works implementation and promote a safe and inclusive working environment for the community engaged as Cash for Work.
- Ensure that activities aim at preventing and mitigating gender-based violence in camp-like settings are mainstreamed in Site Development activities in line with IASC standards and operational guidelines.
- Participate in relevant sector coordination processes and assist the Programme Manager to liaise with the Refugee Relief and Repatriation Commission, local government, and other representatives as well as donors.
- Incorporate Site Maintenance & Engineering Project function in Site Development programme to ensure high quality technical work in cost effective and rationalized approach to mitigate disaster risks.
- Ensure timely preparation and submission of all programme reports, review and adjust proposals to ensure consistency with relevant priorities and approved programme.
- Prepare regular updates, programme summaries, draft press releases, case studies and communication materials including planning and monitoring of construction materials supply chain.
- Provide financial, administrative, and logistical backstopping to staff in Site Development and identify, train and supervise them in accordance with IOM’s procedures.
- Ensure Site Development Operation Officers and Site Planners work closely with government and local authorities, leaders, individuals, and groups to identify and implement community development projects.
- Perform such other duties as may be assigned.
Requirements
- Master’s degree in Civil Engineering, Architecture, Urban Planning, Construction Management or a related field from an accredited academic institution with five years of relevant professional experience; or, University degree in the above field with seven years of relevant professional experience.
- Experience with international organizations on emergency contexts, programme implementation and management.
- Experience in site planning processes including consultative and multi-stakeholder inputs to decision making on settlements and infrastructure.
- Direct international experience in site planning, and construction of infrastructure is required.
- Experience with complex landscaping, water and drainage systems preferred.
- Experience with AutoCAD and GIS is an advantage.
- Previous experience working in Bangladesh or Rohingya population will be beneficial.
- Familiarity with different project cycle steps and donor requirements.
- Effective management of implementation and compliance control on engineering and construction-related activities.
- Proven ability to work effectively with local authorities, stakeholders, beneficiaries and the broader community to advance the CO or Regional objectives.
- Ability to supervise, direct, coach and mentor staff.
- Coordination and negotiation skills with a range of different stakeholders including local authorities, UN agencies, NGOs, Clusters/Sectors.
- Fluency in English is required (oral and written).
- Working knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish), Bengali and/or any local language spoken in Bangladesh is an advantage.
