The Programme Budget Officer is responsible for reviewing, analyzing, and finalizing programme plans and budget proposals, supporting intergovernmental bodies in budget review and approval processes, monitoring budget implementation, and providing advice and guidance on budgetary and financial policies. The role involves supporting the review and enhancement of budgetary practices and information systems and representing the Secretary-General in meetings of legislative organs and expert bodies.
Responsibilities
- Reviews, analyses and finalizes programme plans and its revisions on the basis of departmental submissions, taking into account recommendations and decisions of specialized intergovernmental bodies.
- Provides substantive support to relevant intergovernmental and expert bodies in their review of programme plans and its revisions; secures approval from the General Assembly.
- Supports departments and internal clients in the translation of legislative mandates into program budgets.
- Reviews, analyses and finalizes cost estimates and budget proposals, in terms of staff and non-staff requirements from Departments/offices.
- Reviews, analyzes and finalizes statements of programme budget implications in light of additional mandates.
- Provides substantive support to relevant intergovernmental, oversight and expert bodies in their budget review; assists in securing approval from the General Assembly.
- Monitors budget implementation and recommends reallocation of funds as necessary.
- Monitors and forecasts expenditures to ensure it remains within authorized levels.
- Reviews and makes appropriate recommendations with respect to the finalization of finalizes budget performance reports.
- Provides substantive support to relevant intergovernmental and expert bodies.
- Provides advice and guidance, including training, staff on budgetary and financial policies and procedures, including results-based budgeting.
- Keeps up-to-date on documents/reports/guidelines/audit observations that have a bearing on matters related to programme budgets, ensuring compliance with recommendations and decisions from intergovernmental, oversight and specialized bodies as well as with United Nations policies and procedures.
- Provides inputs to reports, presentations and correspondence for intergovernmental bodies and for management on budgetary issues.
- Researches, analyses and summarizes large volumes of information in an attractive and accessible manner in support of presentations to senior managers and inter-governmental and expert bodies and leverages the findings to recommend new policies, or adjustments to existing ones.
- Supports the review of budgetary practices and processes with a view to streamlining such practices and processes, including through automation.
- Explores opportunities for enhancing information systems related to budgeting, and proposes and tests such improvements, when applicable.
- Provides support with respect to representation of the Secretary-General in meetings of legislative organs inter-governmental and expert bodies.
- Perform other related duties, as assigned.
Requirements
- Advanced university degree (Master’s degree or equivalent) in business administration, public administration, political science, strategic planning, or related field is required.
- A first-level university degree (Bachelor's degree or equivalent) in combination with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.
- A minimum of seven years of progressively responsible experience in finance, budget, business or public administration, strategic planning, economics, data science, statistics, information technology, or related area is required.
- Four years of experience using data to inform decisions and strategies, including summarizing and presenting insights from large data sets in a clear, accessible, and visually effective manner, is required.
- Two years or more of experience in with self-service analytics and data visualization applications, or business intelligence tools (SAP Business Objects, etc.) is required.
- Experience with financial systems or with finance modules of enterprise resource planning (ERP) systems such as Oracle, SAP or PeopleSoft or similar software is required.
- Experience in the design, development, implementation or and enhancement of a financial or budgetary model or information systems is desirable.
- Experience in providing direct support on budgetary issues to intergovernmental, oversight and expert bodies is desirable.
- English is required at UN Level II for reading, writing, listening, and speaking.
- French is desirable at UN Level I for reading, writing, listening, and speaking.
