The Security Coordination Officer is responsible for reviewing and monitoring security plans, advising the Head of Mission on security matters, coordinating with security focal points and agencies, and managing security operations in the United Nations Support Office in Somalia. The role involves ensuring safety measures, emergency preparedness, and training within a post-conflict environment.

Responsibilities

  • Review and monitor activities related to preparation of security plans for the Mission including elaboration, development, updating and implementation.
  • Perform as Chief of the Security Section of the Mission and its senior supervisor, if required.
  • Advise the Head of Mission on all security-related matters and participate in policy and procedure development for security operations.
  • Establish lines of communication with security focal points and agencies involved in peacekeeping and other missions for maximum security coordination.
  • Serve as member of security management teams contributing to planning, implementation and evaluation of security plans and operations.
  • Maintain awareness of local security conditions, identify threats and advise UN staff and dependants on preventative steps.
  • Establish air, land and sea evacuation capability for emergencies ensuring availability of necessary transport and infrastructure.
  • Monitor and evaluate office physical security measures such as barriers, identity cards, background checks and entry controls.
  • Evaluate effectiveness of fire safety measures including prevention devices, firefighting equipment and evacuation plans.
  • Provide training and advice on residential security measures to UN staff and dependants.
  • Establish and maintain dialogue with local authorities and international institutions for coordination in natural disasters.
  • Ensure availability and proper functioning of emergency communications systems.
  • Establish procedures and supervise investigations and reporting of accidents involving UN vehicles and security-related incidents.
  • Assume responsibility for guard force management as assigned.
  • Arrange protection detail for senior personnel or visiting VIPs as necessary.
  • Conduct and supervise security training on security management system, responsibilities of Area Coordinators and Wardens, and personal security awareness.
  • Perform other duties as required.

Requirements

  • An advanced university degree (Master’s degree or equivalent such as a senior command and staff qualification) in security management or business administration, political/social/military science or international relations, with focus on security management.
  • A first-level university degree in combination with two additional years of qualifying experience in military, police or security management may be accepted in lieu of the advanced university degree.
  • A first-level university degree may be substituted with a diploma from a police or military academy (for commissioned officers), which may be considered its equivalent, and in combination with four additional years of qualifying experience in military, police or security management is required.
  • Agency trauma bag certification or equivalent of a first aid certification is desirable.
  • Certificate in specialized security training / courses is desirable.
  • A certification from the Security Certification Programme (SCP) is desirable.
  • A minimum of seven years with advanced university degree (nine years with a first-level university degree) of progressively responsible experience in the military, police or security management; of which at least five years of progressively more senior experience in security operations, or in security administration, or similar entities, within a military, police or security organization is required.
  • At least one year experience and exposure at the international level is required.
  • At least two years of experience in managing multiple and diverse military, police or security units operating in a conflict or post conflict environment is required.
  • At least three years of experience in África with the United Nations or a comparable international organization or non-governmental organization is desirable.
  • Knowledge and experience in administration and contract management is desirable.
  • English language proficiency at UN Level II for reading, writing, listening and speaking.
