The Finance Coordinator Budgeting & Reporting is responsible for overall financial reporting, master budgeting, donor reporting, and audit support for the Country Office. The role includes financial and grants compliance, supervision and mentoring of finance and non-finance teams, ensuring high quality services in line with SCI policies in a humanitarian context.

Responsibilities

  • Prepare Member/Donor financial reports (monthly, quarterly, annual, and final) and address feedback.
  • Attend regular calls with Members to discuss award status.
  • Complete specific donor end of year special reports.
  • Complete monthly phasing and forecasts for SCI operations costs.
  • Participate in Kick-Off, Award Opening, pre-closeout, closeout, and post closeout meetings for Yemen CO.
  • Prepare internal detailed monthly BVA reports and share with BHs.
  • Contribute to monitoring CO spending related to KPIs.
  • Share monthly forecasted spending by award and office with BHs.
  • Prepare and share weekly spending analysis reports by award and office.
  • Work with Program Staff, NBD, Awards, HR, PDQ to develop proposal budgets and budget revisions.
  • Review budgets for partners and ensure adequate shared and standard direct SCI costs are included.
  • Maintain and update Staff Coverage sheet monthly.
  • Ensure adherence to cost allocation methodology principles.
  • Review CAM entries for eligibility.
  • Authorize payments and journals in line with SCI, donor and national laws.
  • Review reclassifications for eligibility and compliance.
  • Review monthly expenses for correctness and compliance.
  • Conduct inductions and staff training on finance procedures and donor requirements.
  • Monitor and control staff salaries budget in donor budgets.
  • Share TL to PMs after soft close and BvA and KPI results during and after month closure.
  • Provide technical assistance and training to finance and non-finance staff.
  • Attend internal finance and support services meetings.
  • Assist in audit preparation and facilitate auditors.
  • Familiarize with local laws and donor requirements and serve as resource.
  • Review SODs monthly for completeness and accuracy.
  • Support adjustments for mis-coding, Premises and CAM Mapping.
  • Upload SOF budget for new or revised awards to Agresso.
  • Responsible for monthly salary allocation.
  • Support budgeting and Master Budget exercises.
  • Adjust coding errors with Finance Manager and Director of Support Services.
  • Complete monthly commentary report and participate in monthly RO Finance Team calls.
  • Review charges to Premise SOF and post corrections before hard close.
  • Perform CAM 2nd step adjustments.

Requirements

  • Undergraduate degree in accounting/finance or equivalent, CPA/ACCA preferred.
  • At least 4+ years of experience within the finance department of a national or international organization including experience with financial management in emergencies.
  • Excellent analytical skills – the ability to analyse complex financial data and design and produce effective management information.
  • Experience of budgeting and budget management.
  • Understanding of financial systems and procedures.
  • Familiarity with computerised accounting systems.
  • Experience of computerised accounts packages, Excel, PowerPoint and Word.
  • Strong communication and interpersonal skills.
  • The highest level of integrity and commitment to preventing corruption.
  • Ability to gather facts and data, scrutinise with ease, determine a logical solution and resolve issues with minimal supervision.
  • Ability to manage a complex and diverse workload and to work to meet tight deadlines.
  • Ability to contribute to a small, proactive team, motivating staff and working collaboratively with colleagues and providing support and advice as necessary.
  • Willingness and ability to dramatically change work practices and hours, and work with incoming surge teams, in the event of emergencies.

  • Written and verbal fluency in English and Arabic.
  • Previous experience with various donors’ financial policies and guidelines including USAID, BHA, Sida, UNICEF, OCHA, ECHO, and other institutional donors.
  • Understanding of financial systems and procedures.
  • Embed counter-fraud and ethical controls in all operational processes, ensuring compliance with donor and legal requirements, while collaborating with Finance and Counter-Fraud teams to mitigate risks and conduct assessments for high-value programs
