The Section Head (CIS Operations) leads the Communications and Information Systems Operations section at HQ SACT, managing service level agreements and coordinating CIS user support. The role involves negotiation of service agreements, coordination with NATO agencies, and ensuring effective CIS operations to support NATO's strategic command.

Responsibilities

  • Serve as the Section Head of ACT CIO Communication and Information System Operations section.
  • Supervise the Service Level Management / CIS Requirements within the section and be responsible for the CIS users support within HQ SACT.
  • Act as the point of contact (POC) for service level management for Allied Command Transformation (ACT).
  • Lead negotiations and revisions of the ACT Enterprise Service Level Agreement (ESLA) between HQ SACT and subordinate commands and the NCIA CSU Norfolk.
  • Monitor, coordinate, and de-conflict negotiations and revisions of SLAs between ACT’s subordinate bodies and the NCI Agency through the Service Level Management / CIS Requirements cell.
  • Identify, develop, and plan new requirements, coordinate services and funding with provider, and implement CIS Operations policies and procedures as approved by the ACT CISOA.
  • Represent ACT for the development of the Centralized Service Level Agreement (CSLA) with ACO by delegation of ACT CISOA.
  • Participate at NATO boards, conferences and NCIA Service Level Control Board, as requested.
  • Serve as the central point of contact for outside agencies requesting support from ACT or any support affecting the Service Level Agreement between NCIA and ACT.
  • Be responsible for the operational validation, prioritization and approval process of those requests.

Requirements

  • University Degree and 4 years post related experience, or Higher Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation with 5 years post related and 2 years function related experience.
  • Experience in CIS planning, management, and implementation.
  • Experience in ITIL IT Service Management.
  • Experience in Information Management implementation.
  • ITIL Foundation Course for IT Service Management.
  • English – SLP 3333 - (Listening, Speaking, Reading and Writing)
  • Prior staff experience (desirable).
  • Experience in a NATO or high-level national military headquarters (desirable).
  • Experience in Information and Communication Technology and/or Information Management at the military operational or strategic level (desirable).
  • ITIL Practitioner Course for Service Level Management (desirable).
  • Appropriate educational background in IKM (desirable).
