Displacement Tracking Matrix (DTM) Officer (P)

The Displacement Tracking Matrix (DTM) Officer is responsible for coordinating, supervising, and implementing DTM activities in Haiti, including tracking and monitoring population movements, supervising staff, conducting data analysis, and liaising with humanitarian stakeholders. The role supports the Government and humanitarian community with displacement and mobility information and ensures compliance with data protection principles.

Responsibilities

• Review existing DTM mechanisms, including mobility tracking, flow monitoring, site assessments, thematic surveys and other information gathering systems and contribute to improvements in methodologies and assessment tools.
• Track and monitor population movements within the framework of DTM activities.
• Supervise DTM staff and provide guidance regarding DTM operations and information management.
• Perform analysis of DTM data and contribute to the development of reports, dashboards, maps and factsheets for stakeholders.
• Conduct regular field missions to provide technical support and organize capacity-building activities related to DTM and information management.
• Participate in identifying mobility dynamics and relevant research fields, supporting data collection and analysis.
• Represent DTM in inter-agency forums and liaise with humanitarian stakeholders.
• Engage with stakeholders to ensure DTM data products meet their needs and monitor satisfaction levels.
• Provide technical and administrative support for data and research project management including inputs for proposals, budget monitoring, and reporting.
• Support other projects with information management and database development and analysis.
• Ensure compliance with IOM’s data protection principles and ethical data collection practices.
• Perform other duties as assigned.

Requirements

• Master’s degree in Political Science / International Relations, Economics, Social Sciences, Development Studies, Geography, Statistics, or a related field from an accredited academic institution with two years of relevant professional experience; or, University degree in the above fields with four years of relevant professional experience.
• Experience in emergency response in the field, including data or information management, in crisis, post-conflict, and other displacement situations; previous experience in conflict areas is an advantage.
• Advanced Knowledge of MS Office and basic software packages; advanced knowledge of GIS, database; and, Knowledge of DTM tools and experience in the region is an advantage.
• Knowledge of ODK / Kobo, GIS software (ArcGIS, QGIS), relational databases (SQL), statistical analysis software (R, Python, Stata, SPSS) and/or data visualization software (PowerBI, Tableau).
• Data collection, quantitative research, and report writing.
• Strong presentation and stakeholder engagement skills.
• Good skills in training and capacity building related to information management and data collection operations.
• Drafting technical requirements documents, translating/planning specifications to technical briefs for data capture/analysis, and compiling diverse datasets.
• Excellent computer skills and knowledge of MS Word, Excel, PowerPoint and email/internet software.
• Understanding and respect of IOM’s data protection guidelines.
• Demonstrated experience in writing clearly and concisely for a variety of audiences.
• Experience working in a team in a time-pressured work environment.
• Strong knowledge and interest in migration, forced displacement, development, and humanitarian issues.
• Fluency in English and French is required (oral and written).
• Working knowledge of another official UN language (Arabic, Chinese, Russian and Spanish) is an advantage.
