The Ingénieur Hydro-agricole provides specialized technical expertise for verification, supervision, quality control, and acceptance of hydro-agricultural works under the PICAGL project in the Democratic Republic of the Congo. The role ensures that works comply with technical plans, contractual requirements, environmental and social safeguards, HSSE rules, and international best practices in irrigation, drainage, and rural infrastructure.

Responsibilities

  • Conduct technical diagnostics of existing works and remaining tasks with regular site presence to monitor daily hydro-agricultural activities
  • Supervise technical execution of earthworks, canals, dikes, drains, regulation structures, crossings, protection works, gabions, masonry, reinforced concrete, and access roads related to hydro-agricultural developments
  • Control topographic implementations, alignments, slopes, longitudinal and cross profiles, canal bottom levels, dimensions, and critical connection points
  • Verify execution methods proposed by contractors including earthworks, compaction, formwork, reinforcement, concreting, curing, slope protection, hydraulic structures installation, and site restoration
  • Ensure works comply with technical specifications, approved plans, applicable standards, engineering best practices, and sustainability requirements
  • Issue documented technical instructions or advice on corrections, reworks, adaptations, work sequences, stop points, and prerequisites for activity continuation
  • Support quality assurance and control related to irrigation, drainage, flow management, erosion protection, and associated hydraulic works
  • Review and validate contractors' quality plans, control methods, test procedures, material data sheets, material provenance, certificates, laboratory results, and control reports
  • Verify quality of soils, backfills, compaction materials, aggregates, concrete, steel, gabions, rockfill, culverts, prefabricated elements, drainage devices, and protective materials
  • Control required tests including density/compaction, granulometry, water content, concrete strength, dimensional control, topographic control, and other relevant tests per specifications
  • Maintain registers of non-conformities, reservations, corrective actions, reworks, and technical validations until documented closure
  • Review execution documents and validate solutions including execution plans, workshop drawings, calculation notes, phasing diagrams, technical data sheets, execution methods, quality programs, work schedules, and control documents submitted by contractors
  • Verify coherence between plans, bills of quantities, technical specifications, site constraints, applicable standards, and functional objectives of hydro-agricultural development
  • Analyze technical modification requests, variants, design adaptations, additional or deleted works and provide reasoned technical opinions
  • Support technical validation of corrective or rework solutions in case of quality defects, damage, degradation, hydraulic insufficiency or non-compliance
  • Ensure approved documents are properly archived and versions used on site are controlled
  • Verify measurements, attachments, executed quantities, work situations and technical statements submitted by contractors for activities under scope
  • Compare physical progress observed on site with declared quantities, approved plans, inspection sheets and quality control reports
  • Prepare documented technical opinions to support certification of works, payments, possible retentions, variations, technical claims, penalties or delay requests related to technical constraints
  • Identify risks of cost overruns, underperformance, rework or non-compliance that may affect acceptance of works and propose mitigation measures
  • Contribute to securing technical traceability of contractual decisions related to hydro-agricultural works
  • Prepare inspections prior to acceptance, reserve lists, functional tests, hydraulic verifications, dimensional controls and validations necessary for partial, provisional or final acceptance of works
  • Collect information necessary to verify functionality of irrigation, drainage and protection works
  • Monitor progress of corrections requested from contractors and update corresponding registers
  • Contribute to establishment of a complete technical closure file demonstrating conformity, quality and functionality of delivered works
  • Verify in coordination with HSSE/E&S specialists that execution methods integrate applicable health, safety, security, environmental, waste management, erosion control, water resource protection and community impact prevention requirements
  • Identify technical risks that may generate environmental or social impacts including flow obstruction, water stagnation, erosion, slope instability, pollution, access disruption or damage to agricultural plots
  • Participate in joint site inspections and report any technical conditions that may create HSSE, environmental or social risks
  • Ensure recommended technical corrections are compatible with environmental and social obligations of the project including EAS/HS prevention measures and grievance mechanism where relevant
  • Provide the Project Manager and/or technical lead with reliable technical field information to support monitoring of work plans, technical risks, progress and points requiring special attention
  • Contribute to project reports by transmitting reliable technical data, site observations, progress summaries, documented alerts and information necessary for monitoring hydro-agricultural works
  • Facilitate under supervision of Project Manager the flow of technical information between contractors, field teams, technical services, control missions and other stakeholders to support common understanding of site constraints, ongoing activities and follow-up actions

Requirements

  • Masters degree or equivalent in rural engineering, agricultural engineering, hydraulic engineering, civil engineering, irrigation, water resources or related field with 2 years of relevant experience OR Bachelors degree or equivalent in one of the aforementioned fields or related field with 4 years of relevant experience
  • Professional certification in project management, quality control, site safety, contract management or relevant technical field is desirable
  • Relevant experience in design, supervision, quality control or technical management of hydro-agricultural infrastructure projects, hydraulic works, irrigation, drainage, erosion control, or rural infrastructure in complex contexts
  • Experience in technical coordination, quality assurance, contract compliance, risk management, and integration of environmental, social, and HSSE requirements in infrastructure projects
  • Proficiency in AutoCAD, drainage, hydraulics, hydrology, irrigation, quality assurance, and technical analysis
  • Ability to conduct technical diagnostics, supervise construction works, review technical documents, validate technical solutions, and support project management
  • Strong communication, collaboration, and reporting skills with ability to liaise with contractors, technical teams, and stakeholders
