The Procurement Manager is responsible for coordinating and managing procurement functions for the IRC Bunia office in the Ebola response. The role ensures procurement of goods, services, and equipment with good practices and audit-compliant documentation, ensuring transparency, cost-effectiveness, and compliance with IRC and donor policies. The position also provides leadership, strategic guidance, and coaching to the procurement team.

Responsibilities

  • Lead procurement planning process in collaboration with the Supply Chain Coordinator.
  • Collect, organize and analyze market data.
  • Develop and implement procurement plans according to IRC SOPs.
  • Monitor market and ensure value for money.
  • Identify risks and propose mitigation measures.
  • Coordinate with program teams to anticipate needs.
  • Implement procurement plans according to IRC and donor standards.
  • Define specifications with program teams.
  • Process requests via ERP.
  • Manage RFQ and RFP.
  • Form procurement committees and participate in evaluations.
  • Prepare bid analyses.
  • Negotiate with suppliers.
  • Review documents before payment.
  • Coordinate with finance and program teams.
  • Ensure compliance with IRC and donor rules.
  • Manage contracts according to IRC procedures.
  • Prepare and execute contracts.
  • Renew framework agreements.
  • Monitor contract performance.
  • Resolve contractual issues.
  • Manage supplier relationships and SLAs.
  • Maintain supplier documentation.
  • Evaluate supplier performance.
  • Maintain scorecards.
  • Develop a reliable supplier base.
  • Foster long-term relationships.
  • Identify compliance risks.
  • Apply donor rules.
  • Conduct supplier due diligence.
  • Support other departments.
  • Identify procurement alerts.
  • Implement CAP audits.
  • Promote ethical practices.
  • Prepare monthly reports.
  • Update procurement plans.

Requirements

  • Bachelor's degree in Business, Accounting, Logistics or equivalent.
  • Master's degree or CIPS certification is an asset.
  • 5 to 7 years of experience in supply chain with a focus on procurement.
  • Proven managerial experience.
  • Experience in NGOs is desirable.
  • Excellent procurement knowledge.
  • Strong leadership skills.
  • Analytical and collaborative abilities.
  • Negotiation skills.
  • Market analysis capabilities.
  • Ability to work in a matrix environment.
  • Proficiency with computer tools.
  • Fluency in French.
  • English (written and spoken) is an asset but not mandatory.
