The Education Officer supports the implementation and monitoring of the education transition plan for 2026-27 of UNICEF China Office, managing projects focused on adolescent learning and skills. The role involves technical, operational, and administrative assistance to improve learning outcomes and equitable education for marginalized children.

Responsibilities

  • Support the implementation and monitoring of the education transition plan for 2026-27 of UNICEF China Office.
  • Execute, manage, implement, monitor, evaluate and report progress of projects focused on adolescent learning and skills within the country programme.
  • Provide professional technical, operational and administrative assistance throughout the programming process for education programmes/projects.
  • Contribute to preparation and updating of situation analysis for education related programmes/projects.
  • Research and report on development trends and data for programme development, management, monitoring, evaluation and delivery of results.
  • Contribute to development and establishment of sectoral programme goals, objectives and strategies and results-based planning.
  • Provide technical and administrative support throughout programming processes including programme planning, results based planning and monitoring and evaluation of results.
  • Work closely with internal colleagues and partners to collect, analyze and share information on implementation issues.
  • Suggest solutions on routine programme implementation and submit reports for higher-level intervention.
  • Participate in monitoring and evaluation exercises, programme reviews and annual sectoral reviews with government and counterparts.
  • Monitor and report on use of sectoral programme resources and verify compliance with rules and donor commitments.
  • Prepare draft inputs for programme/donor reporting.
  • Undertake field visits and surveys and share information with stakeholders to assess progress and refer issues for resolution.
  • Provide technical and operational support to government counterparts, NGO partners, UN system partners and other partners/donors on UNICEF policies and best practices.
  • Build and sustain effective partnerships with government counterparts and national stakeholders.
  • Draft communication and information materials for programme advocacy and fund raising.
  • Participate in inter-agency meetings and events on programming and UNSDCF operational planning.
  • Research information on potential donors and prepare resource mobilization materials.
  • Contribute to identifying, capturing, synthesizing, and sharing lessons learned for knowledge and capacity development.
  • Apply innovative approaches and promote good practice to support programme results.
  • Research and report on best practices for development planning of knowledge products and systems.
  • Participate as a resource person in capacity building initiatives.

Requirements

  • Bachelor or equivalent (First Level University Degree) in Education, Psychology, International Development, International Studies, Adult Education & Training, Management/Administration, Sociology and any other related fields.
  • 2 years of relevant work experience in Programme Management, Research, Planning, Monitoring and Evaluation, education program management, education policy, monitoring and evaluation and any other related fields.
  • Understanding of the overall global development context, including issues such as poverty, conflict and the impact of these factors on education and vice-versa; and inter-sectoral approaches to address such issues in collaboration with other sectors (including Social Policy, Child Protection, Nutrition, WASH, Health, and Communications within UNICEF).
  • Knowledge of global developments in education and international engagement strategy.
  • Education sector planning knowledge/ability, including the range of modalities for delivering education, linkages between different sub-sectors (e.g. Primary, Secondary, Tertiary, Technical and Vocational Education and Training), cost-effectiveness and efficiency issues, key institutional structures, components and processes, as well as governance issues.
  • Programme management in education, including programme design, costing, monitoring and evaluation and reporting.
  • Ability to support engagement with partners, particularly education partners.
  • Understanding of gender and inequity issues in relation to education and development and the application of gender / equity analysis to policy and planning in education.
  • Proficiency in English and Chinese are required.
  • Knowledge of another official UN language (Arabic, French, Russian or Spanish) or a local language is an asset.
  • Developing country experience, international organization experience, gender analysis, human rights-based programming, education in emergencies experience, donor engagement, results-based management, partnership building.
  • Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
