The Project Officer (Agriculture and Natural Resources) supports loan, grant, and technical assistance processing and administration in agriculture, water resources, climate resilience, and rural development sectors. The role involves project administration, portfolio management, policy dialogue, and regional cooperation initiatives in Armenia.

Responsibilities

  • Provide support to project processing missions, including review of technical designs and cost estimates, liaison with government officials, data and project costing, procurement packaging and related technical issues.
  • Liaise with and support headquarters and field offices of ADB, government agencies, development partners, private sector partners, and other stakeholders to facilitate formulation, processing, administration and monitoring of ADB-financed loan, grant and TA projects.
  • Lead project administration of assigned projects including monitoring progress, preparing performance reports, forecasting contract awards and disbursements, identifying and addressing issues, preparing procurement papers, reallocating proceeds, and conducting review missions.
  • Provide advice to government ministries and implementing agencies on ADB guidelines on procurement, recruitment of consultants, and preparation of tender documents.
  • Lead or help prepare Project Completion Reports and TA completion Reports; support or participate in Project Review or Country Portfolio Review missions; provide support for policy dialogue with government.
  • Contribute in portfolio management and country programming including project performance analysis, sector assessments, pipeline development, and preparation of background papers for country operations review.
  • Contribute to mainstreaming climate change considerations in Armenia operations through document preparation, knowledge work, and exchange on climate change and related programs.
  • Undertake supervisory role in the assigned sector team, managing work and members, ensuring quality review, mentoring, and promoting knowledge exchange and learning.
  • Perform other responsibilities as assigned in the workplan.

Requirements

  • Bachelor's degree in water engineering, civil engineering, economics, agriculture, or related disciplines preferably with advanced training.
  • Minimum of 8 years of relevant professional experience, in specific sector work will be given preference.
  • Good knowledge of government administrative systems and procedures.
  • Familiarity with accepted best practices of procurement and disbursement processes.
  • Effective report-writing in English.
  • Can liaise and work with government officials within own work location.
  • Work collaboratively with teams as a constructive team member.
  • Work in a multicultural, multidisciplinary environment.
