The Field Coordinator defines project operational strategies and is responsible for MSF operational response in a given context of intervention. They coordinate MSF program execution, identify population health needs and humanitarian issues, and ensure compliance with MSF charter and policies to improve health conditions and humanitarian situations.
Responsibilities
- Represent MSF and defend its interests before local authorities, NGOs, donors, military organizations and media to ensure active positioning and positive public image.
- Monitor and analyse political and humanitarian situation to identify population health status and needs.
- Establish and maintain contacts with key stakeholders and carry out exploratory missions to identify potential fields of intervention.
- Lead negotiations for access, define risks and constraints, set project targets and calculate resource needs.
- Bear witness, document and raise awareness for target populations' needs and distress.
- Supervise execution of programs including emergency response activities ensuring MSF technical and ethical standards are followed.
- Coordinate activities with other MSF sections in the project region.
- Apply HR policies and processes in the project including recruitment, briefing, evaluation, staff development and internal communication.
- Brief teams on context related issues and ensure commitment to MSF values and project goals.
- Supervise implementation of safety and health protocols ensuring safe working conditions and optimum psychological status of staff.
- Ensure data collection and epidemiological surveillance to define effective medical programs.
- Evaluate program performance and provide required reports to HOM/EMCO on project planning, monitoring and evaluation.
Requirements
- Minimum of 18 months of experience or 3 missions with MSF as a Field Coordinator (FC) is required.
- Proven experience working in emergency operations and/or insecure or highly insecure contexts is essential.
- Demonstrated experience managing large and multicultural teams in complex operational environments.
- Working proficiency in at least two of the following languages: English, French and Spanish. Knowledge of additional languages will be considered an asset.
- Proficiency in Microsoft Office tools is required.
- Completion of PSP, ERT and/or FC/PMR training will be considered a strong asset.
- Availability to travel frequently and be based overseas, according to operational needs.
- Availability and willingness to work in unstable and/or Highly Insecure Contexts (HIC).
- Strong leadership, coordination and decision-making skills, with the ability to operate effectively in humanitarian and emergency settings.
