The Director of Mission Support (DMS) is responsible for the overall management and coordination of all logistical, administrative, and operational support functions necessary to enable the effective implementation of the mission’s mandate in Haiti. The DMS serves as the principal adviser to the Head of Mission on all support matters and ensures efficient delivery of managerial, logistical, and administrative services to various mission components including the Gang Suppression Force, Haitian National Police, and others.

Responsibilities

  • Serves as the principal adviser to the Head of Mission on all matters related to logistical, administrative, financial, contractual, technical, and operational support.
  • Supports the implementation of UNSOH’s mandate by ensuring the efficient delivery of managerial, logistical, and administrative services including logistics, transportation, air operations, procurement, budgeting, finance, human resources management, and communications.
  • Provides technical assistance to the Organization of American States and oversees medical evacuation for the Haitian National Police and Haitian Armed Forces during joint operations.
  • Delivers the full range of mission support services to the United Nations Integrated Office in Haiti.
  • Manages and is accountable for the effective administration of human, financial, and physical resources allocated to UNSOH, ensuring compliance with UN regulations and policies.
  • Participates in mission planning processes focusing on support functions and mandate implementation.
  • Maintains communication with UN Headquarters, UN Country Team, Operations Management Team, and other coordination bodies.
  • Liaises and negotiates with Haitian national authorities on administrative and logistical matters.
  • Collaborates with GSF, HNP, Haitian Armed Forces, BINUH, and OAS to ensure coordinated support.
  • Ensures optimal allocation of mission budget, personnel, and assets and oversees reprioritization of resources.
  • Drives implementation of digital solutions aligned with UN 2.0 principles and fosters a culture of continuous improvement and innovation.
  • Initiates, coordinates, and monitors mission support work plans and strategies.
  • Develops and implements a service optimization programme to enhance service quality and efficiency.
  • Establishes strategic performance indicators for review by legislative bodies.
  • Establishes and enforces policies and procedures for budget, accounting, procurement, financial, asset, and human resources management.
  • Provides guidance and supervision to senior support staff and promotes teamwork.
  • Engages in management performance duties including staff development, training, feedback, and evaluation.
  • Represents UNSOH before legislative bodies and participates in meetings and official functions.
  • Performs other duties as assigned by the Head of Mission or Department of Operational Support.

Requirements

  • Advanced university degree (Masters or equivalent) in management, business or public administration, supply chain management, logistics, human resources management, finance, accounting, or related area is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A minimum of fifteen (15) years of experience in the areas of human resources, administration, finance, supply chain management, logistics or related fields is required.
  • Experience ensuring compliance with support-related regulations in a decentralized operational environment is required.
  • Experience leading change management or complex innovation initiatives is required.
  • Experience supporting complex and multidimensional field operations in conflict and post conflict environments is required.
  • Experience in supporting field operations with police, military or security forces is required.
  • A minimum of five (5) years of experience and demonstrated performance in managing cross functional support teams is required.
  • Experience in developing strategic and proactive solutions based on client needs, using data for decision making and proposing recommendations is required.
  • Experience in establishing and starting up or withdrawal and liquidation of a mission is required.
  • English is required at UN Level III for reading, writing, listening, and speaking.
  • French is desirable at UN Level I for reading, writing, listening, and speaking.
