Under the general supervision of the Head of Resource Management and direct supervision of the Supply Chain Officer, the Fleet Assistant provides effective and efficient support to the mission's transport activities in accordance with IOM procedures, rules, and regulations. The role involves coordinating vehicle movements, managing vehicle documentation, maintenance, and fuel consumption, and supporting fleet management operations.
Responsibilities
- Assist the Supply Chain Officer in coordinating movements of all mission vehicles in the Central African Republic.
- Prepare daily vehicle movement schedules in coordination with programme managers and unit heads.
- Ensure vehicle registration and licensing are up to date.
- Monitor the logbook system for all vehicles and verify accuracy of information entered by drivers and authorized international staff.
- Track vehicle maintenance and servicing.
- Monitor vehicle refueling, ensuring vehicles are refueled every weekend and on the last day of each month.
- Ensure weekly vehicle inspections are conducted.
- Manage and analyze vehicle consumption data.
- Maintain and archive vehicle-related purchase documents and records (insurance, registration, accident reports, repair orders, invoices, logbooks, reports, etc.).
- Keep vehicle registers up to date.
- Ensure all mission vehicles are kept clean, properly maintained and in good working order at all times.
- Immediately report any transport or vehicle allocation issues to the Senior Fleet Assistant.
- Verify that all international staff have valid driving licenses (preferably national, international or home country licenses).
- Verify and facilitate timely reporting of any vehicle accidents or performance observations by drivers and international staff.
- Manage the petty cash of the fleet management section and ensure timely submission of liquidation reports to the finance unit.
- Assist the Senior Fleet Assistant in supervising drivers.
- Perform any other duties as assigned.
Requirements
- Secondary school diploma with four (4) years of relevant professional experience, or a university degree in business administration, accounting, logistics, supply chain management or related field from an accredited academic institution with two (2) years of relevant professional experience.
- Certification in procurement, logistics or supply chain management is an advantage.
- Experience in procurement and logistics, including supplier and service provider relations.
- Experience in asset management processes.
- Experience working with IOM or United Nations procurement and logistics rules and procedures is an advantage.
- Experience within an international organization is an advantage.
- Knowledge of automotive mechanics.
- Valid driving license.
- Good command of Microsoft Office tools (Excel, Word).
- Ability to work in a team, manage stressful situations and operate in sometimes difficult environments.
- Ability to meet deadlines and work under pressure.
- Fluency in French, both oral and written is required.
- Practical knowledge of English, local languages and Arabic is an advantage.
