The Chief of Section leads the Africa Section within the Counter-Terrorism Committee Executive Directorate (CTED), providing strategic vision, policy guidance, and management of the implementation of Security Council counter-terrorism resolutions. The role involves supervising substantive work programmes, coordinating with UN entities and Member States, and representing CTED in international events.

Responsibilities

  • Provides strategic vision, policy guidance and procedural advice on the implementation of Security Council counter-terrorism resolutions.
  • Plans and oversees management of activities undertaken by the Section ensuring timely delivery of substantive work programmes and action plans.
  • Manages, supervises and carries out the work programme of the Section under her/his responsibility.
  • Coordinates work carried out by the Section and leads or participates in assessment visits to Member States.
  • Provides substantive reviews of recommendations to implement Security Council resolutions and identify capacity-building needs.
  • Supervises preparation of draft assessment reports and proposes technical solutions to resolve States' compliance issues.
  • Manages follow-up activities with Member States and relevant UN bodies to facilitate delivery of technical assistance.
  • Contributes to reporting to Security Council and Counter-Terrorism Committee on counterterrorism issues.
  • Ensures high-quality standards of output produced by the Section.
  • Prepares input for work programme of the Assessment and Technical Assistance Office and CTED, determining priorities and allocating resources.
  • Carries out programmatic/administrative tasks including planning, organizing activities, monitoring performance, reporting, and staff evaluation.
  • Supervises preparation of briefings and special events for the Committee on thematic or regional issues.
  • Reviews and provides draft recommendations for more effective implementation of Security Council resolutions.
  • Reviews preparation of global implementation surveys on State counter-terrorism strengths and shortfalls.
  • Coordinates activities to partner with other UN entities and international organizations to build capacity in counter-terrorism.
  • Liaises and conducts dialogue with Member States, international/regional organizations, and civil society.
  • Serves as CTED focal point with relevant UN entities and represents CTED in international and regional events.
  • Recruits, manages, guides, develops and trains staff under supervision.
  • Fosters teamwork and communication among staff and across organizational boundaries.
  • Undertakes other office assignments and tasks as necessary.

Requirements

  • Advanced university degree (Master's degree or equivalent degree) in law, or related field. A first level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.
  • A minimum of ten years of progressively responsible experience in law, criminal justice, law enforcement, prosecutorial or international legal cooperation or related areas is required.
  • Experience in management—covering administrative, policy-making or leadership position is required.
  • Experience with counter-terrorism matters is required.
  • Work experience related to Africa is desirable.
  • English is required at UN Level III for reading, writing, listening and speaking.
  • French is desirable at UN Level II for reading, writing, listening and speaking.
