The National Project Officer (NP1) will contribute to the successful implementation of the extra-budgetary project aimed at strengthening inclusive and informed participation of women and youth in a climate-resilient green economy in Central Asia. The role involves coordinating project activities, liaising with government and international partners, and supporting the Economic and Environmental Dimension's portfolio within the OSCE Project Co-ordinator in Uzbekistan.

Responsibilities

  • Implement and co-ordinate the extra-budgetary project and project activities relating to economic and environmental issues, contributing to the effective delivery of the project objectives.
  • Establish and maintain contacts with the relevant government officials and institutions as well as with donors and relevant OSCE structures.
  • Co-ordinate project implementation by identifying problems and proposing specific actions to be taken to expedite delivery of inputs; draft comments on designated aspects of project progress and inputs to project monitoring; draft project revisions, including adjustments to individual project budgets on the basis of changed work plans.
  • Prepare correspondence, organize official visits, conferences, workshops and meetings.
  • Draft concept notes and terms of reference for project consultants and requests for proposals.
  • Oversee technical support of the Green Digital Platform in consultation with government and international partners, IT experts and the Senior Project Officer.

Requirements

  • First-level university degree in environmental studies, economics, development, international relations or related fields.
  • At least 2 years of relevant professional experience in project management in either research, academic, government, civil society, international organization or private sector institution dealing with environmental issues.
  • Demonstrated project management skills, including procurement or contracts administration, preferably acquired in an international organization or a mission environment.
  • Experience in supervising joint international and national (government and/or NGO) projects.
  • Experience in consulting and corresponding with government representatives.
  • Strong analytical and critical thinking skills, with the ability to independently assess situations, identify emerging opportunities and propose practical solutions in support of project objectives.
  • Computer literate with practical experience with Microsoft applications.
  • Experience working with digital platforms and/or repositories is preferred.
  • Demonstrated ability and willingness to work as a member of team, with people of different cultural and religious background, different gender, and diverse political views, while maintaining impartiality and objectivity.
  • Excellent oral and written communication skills in English and Uzbek, Russian.
