The Transport Specialist will contribute to the articulation and implementation of policies and strategies for the transport sector in developing member countries. The role involves project identification, preparation, appraisal, documentation, and compliance with ADB policies, as well as providing guidance to borrowers and stakeholders.
Responsibilities
- Support project identification, preparation, appraisal, documentation and compliance with ADB's policies, operations manuals, project administration instructions, and related documentation
- Ensure incorporation of sustainability, best engineering practices including high technology and appropriate technology, safety, and efficiency in project design for implementation
- Provide guidance to borrowers/clients and help create, plan and prepare high-quality project documents including project concept papers, TA papers, report and recommendation of the President (RRP), and linked documents
- Conduct dialogue with government officials and other stakeholders on transport sector issues and projects
- Assist Project Team Leaders (PTLs) and lead activities when assigned as PTL
- Address issues raised by stakeholders and internal review including senior management
- Monitor policy and document compliance of projects during implementation
- Establish and maintain a monitoring system, report on project progress, and perform administrative tasks as assigned
- Participate in transport sector network activities, share knowledge, and stay informed about latest developments and issues
- Contribute to advocacy, sharing and knowledge building around transport and development issues
Requirements
- A University degree in transportation-related areas, preferably at post-graduate level or its equivalent
- At least 6 years of relevant professional experience in the transport sector including international experience working in several countries
- Knowledge of transport and communications development issues in Asia
- Good expertise within a specific area of ADB's operations (sector or thematic), or scope across multiple areas with in-depth knowledge within one area
- Experience in the tasks needed in the preparation and implementation of transport projects including project identification and conceptualization, analysis of relevant policies, and project management
- Experience working with teams of professionals including technical, legal, social and environmental safeguards, economic and financial assessments, and procurement and financial management
- Written and verbal proficiency in English
- Proficiency or advanced competency level in Client Orientation and Achieving Results
