See your match score & applyThe consultant will undertake the Management Led Terminal Review (MLTR) for the Capacity Building Initiative for Transparency Maldives Project under UNEP's Climate Change Division. The role involves overall management of the Terminal Review, including design, data collection, analysis, and report-writing, ensuring adherence to GEF and UNEP policies and guidelines.
Responsibilities
- Author and lead the terminal review for the project in accordance with GEF and UNEP policies.
- Overall responsibility for undertaking the review and preparing the final report in English.
- Review and assess all elements of the projects in accordance with UNEP evaluation office guidance documents.
- Prepare deliverables in accordance with UNEP evaluation office templates.
- Develop terminal review findings and recommendations based on sound evidence and analysis, clearly documenting these in the final reports.
- Triangulate information from different sources and clearly spell out analysis leading to evaluative judgments.
- Conduct desk review of relevant background documentation including project documents, reports, financial statements, audits, and evaluation guidance documents.
- Conduct interviews with UNEP Task Manager, Administrative Officer, project steering committee, key stakeholders including governmental agencies, private sector, educational institutions, CSOs and NGOs.
- Use other data collection tools as necessary, including possible country visit with agreement of Task Manager.
- Submit three deliverables in accordance with deadlines and ensure reports are high-quality as determined by UNEP.
Requirements
- A Masters degree in energy, environmental sciences, engineering, international development or related area is required.
- A first-level degree with an additional two years of qualifying experience may be accepted in lieu of an advanced university degree.
- A minimum of 5 years of technical / evaluation experience preferably including evaluating large, regional or global programmes and using a Theory of Change approach is required.
- Experience in drafting project proposals and assessing project documents, including concepts, progress reports, work plans, and financial documents (budgets and expenditure reports) is required.
- Experience working with GEF, or UNEP projects is desirable.
- Experience in working for multilateral or bilateral funding entities in the field of environment, climate finance, climate change, sustainable mobility, or development is desirable.
- A good understanding of climate change conventions, GHG inventory, and MRV is desirable.
- Fluency (both oral and written) in English is required.
