The Senior Programme Management Officer leads the development, implementation, and evaluation of fundraising strategies for extrabudgetary resources, manages programme/project development and monitoring, ensures gender mainstreaming, coordinates policy development, and supervises staff within the Economic Commission for Latin America and the Caribbean. The role involves outreach, training, field missions, budget coordination, and serving as a spokesperson to establish partnerships.
Responsibilities
- Develop, implement and evaluate strategies for fund-raising for extrabudgetary resources for technical cooperation projects and activities.
- Direct subordinates in programme/project development, monitoring and assessment; review documents and reports; identify priorities and propose corrective actions.
- Ensure implementation of gender mainstreaming guidelines in all planned actions.
- Coordinate policy development; review assessments, evaluations, research activities and studies; present information from diverse sources.
- Undertake survey initiatives; guide design of data collection instruments; analyze and interpret responses; prepare conclusions.
- Supervise preparation of various written outputs including background papers, reports, and inputs to publications.
- Direct substantive support to consultative meetings, conferences, including agenda setting and document preparation.
- Manage outreach activities; design and conduct training workshops and seminars; make presentations.
- Lead field missions; provide guidance to external consultants and government officials; draft mission summaries.
- Coordinate budget and funding activities; prepare related documents and reports; contribute to reporting to intergovernmental bodies.
- Serve as an effective spokesperson and establish collaboration and partnerships with key officials inside and outside the organization.
- Ensure effective utilization, supervision and development of staff; guide, evaluate and mentor staff.
- Lead team efforts to collect and analyze data for data-driven planning, decision-making, presentation and reporting.
- Perform other duties as required.
Requirements
- Advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field. A first-level university degree in combination with two qualifying years of experience may be accepted in lieu of the advanced university degree.
- Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.
- A minimum of ten years of progressively responsible experience in project or programme management, administration or related area is required.
- At least five years of working experience in resource mobilization and administration of programmes and projects in an international organization is required.
- Experience in data analytics or related area is desirable.
- Experience working in international organizations such as the United Nations or others is desirable.
- Experience with an ERP system is desirable.
- Experience with a focus on resource mobilization with a focus in Latin America and the Caribbean is desirable.
- English and Spanish are required at UN Level III proficiency in reading, writing, listening, and speaking.
- Either French or Portuguese is desirable at UN Level II proficiency in reading, writing, listening, and speaking.
