The Programme Analyst contributes to the effective management of UN Women programmes in Kyrgyzstan by providing substantive inputs to programme design, formulation, implementation and evaluation. The role involves monitoring results, ensuring application of systems and procedures, and collaborating with various stakeholders to ensure successful programme implementation under the portfolio focused on ending violence against women.
Responsibilities
- Contribute technically to the development of programme strategies in the area of EVAW including design and formulation of programme/project proposals and initiatives.
- Provide substantive technical support for the implementation and management of the EVAW programme including annual workplan and budget inputs, coordination and monitoring of activities, and partner capacity assessments.
- Provide technical assistance and capacity development to project/programme partners including training and knowledge product development.
- Provide technical inputs to the monitoring and reporting of the programme/project including progress monitoring, drafting reports, and preparation of donor reports.
- Provide substantive technical inputs to the management of people and finances of the EVAW programme including budget monitoring and supervision of Programme Associates and Assistants.
- Provide substantive inputs to building partnerships and resource mobilization strategies including preparation of documentation and participation in donor meetings.
- Provide technical support to inter-agency coordination on EVAWG to ensure coherence and alignment of UN Women programmes with other partners.
- Provide substantive inputs to advocacy, knowledge building and communication efforts including development of background documents, coordination of advocacy campaigns, and knowledge management.
- Perform other duties within functional profile as necessary for efficient functioning of the Office and Organisation.
Requirements
- Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field is required.
- A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- A project/programme management certification would be an added advantage.
- At least 2 years with Master’s degree or 4 years with bachelor’s degree of progressively responsible work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building is required.
- Experience in the EVAW is desirable.
- Experience coordinating and liaising with government agencies and/or donors is desirable.
- Experience leading and coaching staff in international settings is required for supervisory positions.
- Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and spreadsheet and database packages, experience in handling of web-based management systems is required.
- Experience in the use of a modern web-based ERP System, preferably Oracle Cloud, is desirable.
- Fluency in English is required.
- Fluency in Kyrgyz is required.
- Knowledge of another official UN language is desirable (French, Arabic, Chinese, Russian or Spanish).
