The national consultant will support the international consultant in implementing a comprehensive baseline assessment on ethical recruitment and employment practices of immigrants in Georgia. The role involves analytical, technical, and coordination support to ensure the assessment reflects the Georgian context and facilitates stakeholder engagement and data collection.

Responsibilities

  • Conduct a desk review of the legal, policy, regulatory, and institutional framework governing the recruitment and employment of immigrants in Georgia by identifying, collecting, and summarizing relevant national legislation, policies, reports, studies, and data.
  • Identify and map the key stakeholders involved in the recruitment and employment of immigrants, including government institutions, recruitment agencies, employers, HR professionals, workers' organizations, migrant associations, civil society organizations, service providers, and other relevant actors.
  • Provide inputs to the development of the assessment methodology, work plan, and research framework, ensuring its relevance to the Georgian context.
  • Facilitate access to relevant stakeholders and support the organization and implementation of surveys, interviews, focus group discussions, stakeholder consultations, and other data collection activities.
  • Participate in stakeholder consultation workshop(s), support coordination with relevant stakeholders, and contribute to documenting consultation outcomes.
  • Support the examination of the availability, accessibility, and effectiveness of information provided to immigrants regarding recruitment rights, complaint mechanisms, and available remedies.
  • Support the assessment of immigrants' awareness of recruitment rights and available remedies, subject to the agreed assessment methodology and availability of data.
  • Assist in identifying gaps, risks, challenges, good practices, and opportunities for strengthening ethical recruitment and employment practices among recruitment agencies, employers, and other relevant stakeholders.
  • Provide analytical inputs to the formulation of evidence-based and stakeholder-specific recommendations aimed at strengthening ethical recruitment and employment practices and improving protection mechanisms for immigrants.
  • Prepare analytical summaries, consultation reports, interview records, and other supporting documentation required for the baseline assessment.
  • Contribute to the drafting and review of the baseline assessment report by providing analysis, findings, data, and contextual information relevant to Georgia.
  • Participate in the validation workshop, support presentation of findings, document stakeholder feedback, and contribute to the incorporation of comments and recommendations.
  • Support the finalization of the baseline assessment report by ensuring that stakeholder feedback and additional contextual information are adequately reflected.

Requirements

  • Advanced university degree in law, migration studies, public policy, social sciences, human rights or a related field.
  • Proven professional experience conducting research, assessments, studies, policy analysis, or programme implementation related to migration, labour migration, employment, human rights, labour rights, social inclusion, or related fields.
  • Demonstrated experience in research methodologies, including stakeholder consultations, key informant interviews, focus group discussions, surveys, and data analysis.
  • Proven experience working with government institutions, civil society organizations, employers, recruitment agencies, or other stakeholders involved in migration and labour market issues in Georgia.
  • Good understanding of the Georgian legal, policy, and institutional framework related to migration, labour market governance, employment, and protection of migrant workers.
  • Familiarity with ethical recruitment principles, labour migration governance, migrant protection, human rights, decent work, or related areas would be considered a strong advantage.
  • Excellent analytical and report-writing skills.
  • Strong organizational, communication, and stakeholder engagement skills.
  • Fluency in Georgian and English is required.
