The Head, Flexible Funding and Visibility Team leads and coordinates the Flexible Funding and Visibility Team to prioritize flexible funding, integrating the IOM Resilience Campaign into the Global Appeal 2026 fundraising efforts. The role involves strategic coordination, donor engagement, communications oversight, and monitoring to ensure sustainable resource mobilization for IOM's core institutional capacities and activities.
Responsibilities
- Lead the coordination of the integration of the campaign into the Global Appeal 2026 fundraising efforts and the continued implementation, under the guidance of the Director RMD and in coordination with other departments in IOM Headquarters and Regional and Country Offices.
- Integrate the work with the Flexible Funding Unit in RMD, including the integration of campaign tools and lessons learnt into existing RMD tools and processes.
- Provide strategic guidance to ensure coherence across messaging, materials, advocacy approaches, and donor engagement strategies.
- Actively manage and participate in and ensure close coordination with the Resilience Task Force and the Executive Office to align campaign efforts with institutional priorities and external engagement plans.
- Develop a workplan on the integration of campaign tools and lessons learnt into RMD tools and mechanisms.
- Lead the coordination of the development of tailored pitch materials, talking points, and donor briefs, including targeted versions for major donors, emerging Member States contributors and new prospects.
- Coordinate inputs for Director RMD and Leadership Team engagements, including briefing packages, background notes and talking points.
- Oversee the coordination of background notes and event logistics for strategic engagements (e.g., bilateral meetings, group briefings, missions).
- Ensure responsiveness to donor queries and coordinate technical inputs as required.
- Where appropriate, reach out to donors and member states for 1:1 talks or group briefings as part of coherent donor engagement.
- Provide strategic oversight and work with relevant colleagues, especially in RMD, DMC, ROS and COs to ensure strategic use of visuals, infographics, and summaries (e.g., one-pagers, dashboards, and slide decks).
- Coordinate with communications teams to ensure consistent messaging and reinforce the value proposition of investing in IOM’s core capacities through flexible funding.
- Oversee the integration and further development of the internal tracker of donor pledges, engagement status, deliverables, and deadlines with existing RMD tools to ensure coherence.
- Oversee the preparation of regular updates for the senior management team on progress, risks, and milestones.
- Prepare internal updates and a final handover report summarizing outcomes, lessons, recommendations and outstanding actions for future campaigns.
- Perform other duties, as may be assigned by the Director of Resource Mobilisation.
Requirements
- Master’s degree in Political or Social Sciences, Development Studies, International Relations, International Law or related field from an accredited academic institution with ten years of relevant professional experience; or, Bachelor's degree in any of the above fields with twelve years of relevant professional experience.
- Accredited Universities are those listed in the UNESCO World Higher Education Database.
- Progressively responsible experience in donor relations, strategic planning, or organizational change management, preferably within the UN system or IOM.
- Demonstrated experience leading or coordinating cross-functional initiatives or funding campaigns.
- Strong political acumen, communication skills, and ability to deliver under pressure.
- Familiarity with IOM’s structure, funding model, and institutional reform agenda is an asset.

- Monitoring, reporting and knowledge management skills.
- Fluency in English (oral and written) is required.
- Working knowledge of French and Spanish is an advantage.
