The Global Chief Technical Advisor provides strategic guidance and technical oversight for the implementation of the GCF EW4All Multi-Country Project, supporting early warning systems in seven countries. The role involves technical leadership, capacity building, project management support, and partnership development to achieve project targets and results.

Responsibilities

  • Provide strategic guidance and technical oversight to project activities in collaboration with the Global Project Manager and Pillar Leads
  • Coordinate and control all technical inputs and their timely delivery
  • Develop and review Terms of References for consultants and contractors
  • Review implementation, procurement, communication and risk management plans
  • Monitor work of consultants and project personnel
  • Provide guidance to consultants for specialized studies and deliverables
  • Review and provide feedback on technical deliverables and reports
  • Collaborate with national PMUs and Pillar Leads to assess project implementation and risks
  • Support implementation and monitoring of risk mitigation measures and safeguards
  • Identify bottlenecks and develop solutions to project implementation issues
  • Contribute to annual work plan and budget revisions
  • Strengthen capacities of National PMUs and government partners
  • Develop comprehensive training and capacity development plans
  • Support project monitoring, evaluation and learning activities
  • Establish monitoring procedures and systems
  • Support project risk monitoring and mitigation
  • Support independent evaluations and audits
  • Provide strategic input to technical, financial and managerial aspects of the project
  • Support project communications and knowledge sharing
  • Participate in technical forums and advocacy for climate change integration

Requirements

  • Master's Degree with 7 years of experience OR Bachelor's Degree with 9 years of experience
  • Fluency in English required
  • Fluency in French and/or Spanish desired
  • Experience in technical guidance and project implementation in climate, disaster risk reduction or related fields
  • Experience in capacity building and training of technical personnel
  • Experience in monitoring, evaluation and learning (MEL) frameworks and project reporting
  • Experience in managing multi-stakeholder partnerships and coordination
  • Ability to provide strategic direction and technical inputs across multiple project activities
  • Experience in risk management and adaptive project management
  • Experience in developing training and capacity development plans
  • Experience in supporting environmental and social safeguards implementation
  • Experience in audit and evaluation processes related to project management
