The consultant will support the project to strengthen national authorities' capacities in border security and crime prevention in Armenia. Tasks include legal and institutional review, mapping of institutions and reforms, identification of constraints, support to field assessments, and quality assurance of draft outputs.

Responsibilities

  • Develop report identifying relevant legislation of the Republic of Armenia and institutional frameworks related to border management, customs, and trade facilitation including findings and mappings.
  • Develop structured mapping of key institutions including mandates, roles, responsibilities, coordination mechanisms and inter-agency practices.
  • Identify institutional strengths, weaknesses, and areas requiring clarification or reform.
  • Provide overview of relevant Government-led reforms, EU/VLAP-related processes, donor-supported interventions, and planned or ongoing investments.
  • Identify overlaps, synergies, and gaps in reform efforts.
  • Provide analytical summary of legal, institutional, and operational constraints affecting implementation.
  • Support field assessments and expert missions with documented inputs and briefings during Border Crossing Point visits.
  • Contribute to validation of field findings and provide written feedback on draft reports produced by international experts.
  • Verify consistency with Armenian legal and institutional framework and alignment with ongoing reforms and national priorities.
  • Flag recommendations that may face implementation constraints or require additional legal or institutional changes.

Requirements

  • Completed advanced university degree in Law, Public Administration, International Relations, or a related field.
  • Specialization in customs law, trade facilitation, or EU acquis/regulatory approximation is considered a strong asset.
  • Additional formal training or certification in legislative analysis, institutional reform, or public policy will be an advantage.
  • At least five years of relevant professional experience in conducting analytical, legal, or policy-oriented consultancies.
  • Proven experience in reviewing and analysing legal and regulatory frameworks, preferably in the areas of border management, customs, or trade facilitation.
  • Demonstrated experience in institutional analysis, including assessment of mandates, coordination mechanisms, and governance structures in the public sector.
  • Proven experience working with government institutions and/or international organizations, preferably in Armenia or the region.
  • Experience in preparing analytical reports, legal gap assessments, or policy recommendations related to customs, border management, or trade facilitation.
  • Familiarity with EU standards, Visa Liberalisation Action Plans, or Integrated Border Management (IBM) approaches will be considered a strong asset.
  • Ability to review legislation and identify gaps and alignment with EU standards.
  • Skilled in mapping roles, coordination, and engaging stakeholders.
  • Strong capacity to produce clear, structured, and evidence-based reports.
  • Fluency in Armenian and English languages is required (oral and written).
