The consultant will develop a strategy and roadmap for innovative financing to support resource mobilization for the implementation of the Vision Simandou 2040 in Guinea, focusing on investments in human capital. The role involves analyzing the financial landscape, assessing legal, regulatory and financial feasibility of innovative financing instruments, and strengthening institutional capacities.
Responsibilities
- Develop a strategy and roadmap for innovative financing to support resource mobilization for Vision Simandou 2040 with emphasis on human capital investments.
- Conduct a comprehensive diagnostic of Guinea's financial landscape including international experiences, mapping existing financing flows and sectoral gaps.
- Evaluate debt sustainability and sovereign credit profile of Guinea.
- Analyze legal, regulatory frameworks and risks associated with various innovative financing instruments.
- Define realistic implementation mechanisms for innovative financing instruments.
- Strengthen capacities of public institutions responsible for deploying innovative financing instruments.
- Coordinate with Ministry of Economy, Finance and Budget, Simandou 2040 stakeholders and UNICEF.
- Prepare deliverables including strategic documents, feasibility studies, prospectuses and concept notes demonstrating expertise in similar missions.
Requirements
- Masters in Public Finance, Economics, Public Administration or related field.
- Minimum fifteen (15) years of professional experience combining expertise in sovereign finance, development finance or structured finance, with proven experience in low or middle-income countries.
- Experience in designing, structuring or advising on innovative financing operations for governments or multilateral institutions, including at least one completed transaction (bond issuance, blended finance mechanism, SIB/DIB, etc.).
- Demonstrated expertise in financing human capital sectors (health, nutrition, education, social protection, technical and vocational training, youth employment, higher education, innovation and technological research), including results-based mechanisms.
- Experience working in Sub-Saharan Africa, ideally in the ECOWAS or WAEMU region, is highly considered.
- Experience in managing revenues from natural resources, sovereign wealth funds, or commodity-indexed financing is a major asset.
- Experience interacting with rating agencies (Moody’s, Standard & Poor’s, Fitch, Bloomfield etc.) and international capital markets is an asset.
- Expert knowledge of innovative financing landscape: blended finance, impact bonds, green/social/sustainability bonds, diaspora bonds, NRBLs, debt-for-results swaps, and guarantee instruments.
- Strong quantitative skills in financial modeling, cost of capital analysis, debt sustainability analysis and fiscal risk assessment.
- Knowledge of international capital market regulations, ESG disclosure standards and impact measurement frameworks (IMP, IRIS+, SDG alignment).
- Familiarity with MDBs, IFIs and philanthropic actors (Gates Foundation, Wellcome Trust, Bloomberg Philanthropies).
- Excellent writing, analytical, data visualization and presentation skills; ability to simplify complex financial concepts for non-specialist decision-makers.
- Proven negotiation and stakeholder management skills; experience interacting with high-level authorities, investors and international institutions.
- Commitment to transparent, gender-sensitive and environmentally responsible financing principles.
- Understanding of Public Financial Management systems, innovative financing, debt management and fiscal accountability frameworks in developing countries.
- Availability to be based mainly in Conakry and undertake international missions to financial centers as needed (Paris, London, New York, Abu Dhabi, Singapore).
- Primary working language is French; knowledge of English is an asset.
