The Logistics Officer (Field Office Head of Logistics) leads the Field Office Logistics Hub in Bentiu or Renk, South Sudan, managing logistics operations including prepositioning, supply chain processes, and support to Cash-Based Transfers. The role involves supervising logistics teams, ensuring operational excellence, and coordinating with internal and external stakeholders to support humanitarian food assistance operations in a challenging environment.

Responsibilities

  • Lead, manage, motivate and develop the logistics team, providing coaching, capacity building and career guidance to ensure high performance.
  • Ensure timely dispatch vs plan and successful prepositioning exercises for assigned Field Offices and operations.
  • Oversee implementation of supply chain processes and documentation for dispatch, delivery and tracking of food commodities for all relevant activities.
  • Monitor risks and trends affecting in-kind food deliveries and propose solutions including switching transport modalities and corridors.
  • Collaborate with Logistics Officers in other Field Offices to provide strategic and operational support.
  • Manage Sudan crises response food commodities and coordinate river/road movement within/across borders (Renk FO specific).
  • Lead and monitor local purchase Sorghum project and supervise cleaning, re-bagging according to WFP standards (Renk FO specific).
  • Coordinate collection of market data and facilitate retailers’ engagement and Business to Business contracting.
  • Coordinate logistics, fleet and warehouse management support services in the area of assignment.
  • Ensure operational excellence in logistics activities including planning, warehousing, transport, commodity accounting, CBT, ODS.
  • Implement assurance measures correctly and conduct physical inventory counts.
  • Maintain regular meetings to discuss pipeline forecast, stocks, arrivals and shortfalls to support decision making.
  • Pursue increase of On Demand Services to partners and report quarterly on progress.
  • Define scope and objectives of logistics projects and ensure delivery on time, within scope and budget.
  • Establish strong coordination and collaboration with Country Office Logistics and other functional units.
  • Engage in gathering market intelligence and contingency planning for hard-to-reach areas and market disruptions.
  • Manage retail/wholesale relationships to ensure adequate supply to markets.
  • Identify risks and trends affecting CBT delivery and propose mitigation and market development measures.
  • Conduct cost-benefit analyses comparing in-kind vs. CBT vs. hybrid models.
  • Cultivate professional working relations with local authorities and external stakeholders.
  • Address and manage operational challenges, reports and incidents to ensure continuity and effective supply chain flow.
  • Provide strategic inputs and operational updates for reports, meetings, strategic documents and advocacy products.
  • Undertake regular field visits and support missions as required.
  • Perform other relevant duties as assigned.

Requirements

  • Advanced University degree in Transport, Economics, Supply Chain, Logistics, Engineering, Business Management or other related field, or First University degree with additional years of related work experience and/or training/courses.
  • For a master’s degree holder, minimum 3 years of progressively postgraduate international professional experience in commercial or humanitarian transportation sectors, supporting complex operations, strategic planning, and food supply chain management in a hardship duty station or emergency operation is required.
  • For a bachelor's degree holder, at least 5 years of above experience is required.
  • Experience in the management of CBT operations including assurance of supply, price reduction measures and coordination with internal and external stakeholders is required.
  • Proven capacity in effective relationship building with government and other access stakeholders, private sector, and humanitarian/development partners.
  • Experience of emergency operations and multimodal transport i.e. the management of integrated air, river and road food transport operations.
  • Experience monitoring and reporting on transport and freight market conditions and trends.
  • Experience in warehouse and commodity management.
  • Experience working with corporate systems (databases, software).
  • Experience in supervising staff and building national staff capacity.
  • Demonstrated experience and success in food supply chain optimization and cost‑efficiency initiatives.
  • Experience in identifying food logistics operational risks and maintaining documentation on emergency logistics preparedness.
  • Leadership & people management: coaching, performance management, conflict resolution.
  • Knowledge of humanitarian food and commercial food supply chain sector.
  • Strong organizational, coordination, skills, and transfer of knowledge.
