The Finance Officer is responsible for managing a complete financial operation including grant management, treasury, payroll, and financial reporting within the United Nations Office at Vienna and UNODC. The role involves supervising staff, ensuring compliance with financial regulations, preparing financial statements, and supporting audit processes.

Responsibilities

  • Manage a complete financial operation, encompassing a wide variety of funding sources, a large volume of transactions, and extensive dispersed activities, such as grant management, UNDP Service Clearing Account, treasury, payroll, government and vendor claims, travel, billing, and bank reconciliation.
  • Supervise and direct the activities of the functional units of Accounts Section.
  • Approve/Confirm that proposed obligations or expenditure for services, facilities supplies and equipment expenses, as well as those pertaining to personnel, are in accordance with the Financial Regulations and Rules of the UN, relevant appropriations and staffing tables and corresponding approved allotments.
  • Analyse accounts, review/prepare regular financial reports.
  • Propose/implement solutions with respect to problem transactions and irregularities.
  • Ensure that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained.
  • Prepare or consolidate financial statements and other types of financial reports/statements of all entities for which UNOV has received delegated authority.
  • Respond to internal/external audit observations.
  • Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
  • Provide substantive support to the development and implementation of new accounting systems.
  • Take initiative to improve accounting processes and approaches.
  • Guide/Support/Train Clients/Field Offices on finance related processes and specific finance-related cases.
  • Supervise activities relating to overseeing the recording, reporting, and compliance of EU funding arrangements.
  • Monitor and report on risk management related activities within the Division and the area of work.
  • Oversee the coordination/monitoring/reporting activities on internal and external audits/verifications.
  • Guide, trains and supervises general service and professional staff in the team.
  • Perform other work-related duties as required.

Requirements

  • An advanced university degree (Master’s degree or equivalent degree) in business administration, finance, accounting or related field is required.
  • A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • Certification as a Certified Public Accountant (CPA) / Chartered Accountant (CA), or equivalent is required.
  • A minimum of seven years of progressively responsible professional work experience in accounting, finance, budget, or administration is required.
  • Work experience with Enterprise Resource Planning systems is required.
  • Work experience in preparing Financial Statements is required.
  • Work experience in auditing accounts prepared according to International Accounting Standards (IPSAS or IFRS) is desirable.
  • Work experience with an SAP system is desirable.
  • Experience in data analytics or related area is desirable.
  • Work experience in the area of grants management is desirable.
