The consultant will facilitate the 2026 Semi-Annual In-Depth Review focusing on analysis of progress towards program results, effectiveness, efficiency, and sustainability of UNICEF-supported interventions in Guinea. The review covers child survival, quality basic education, child protection, and social policies, including analysis of program theory of change and enabling strategies.

Responsibilities

  • Facilitate the Semi-Annual In-Depth Review focusing on analysis of progress towards results for various program components.
  • Analyze performance of program components: child survival and development, quality basic education, child protection, social policies.
  • Review the overall program theory of change based on performance analysis.
  • Analyze relevance and effectiveness of change strategies and enablers including partnerships, financing, data and information systems, innovation, advocacy and inter-agency coordination.

Requirements

  • A Master's degree (Bac+5) in evaluation, economics, education, sociology, humanitarian assistance or other social sciences is required.
  • At least 10 years of solid experience in monitoring and evaluation, program or project review.
  • Experience in data collection and qualitative and quantitative analysis methods.
  • Proven experience in conducting or facilitating reviews, workshops or strategic reflection sessions (submission of a recent electronic review authored by the consultant is required).
  • Knowledge of UNICEF planning, monitoring, evaluation and reporting systems and HACT.
  • Experience with child-centered evaluations is an asset.
  • Experience with UNICEF country program evaluations or UN agency evaluations is an asset.
  • Experience working with a wide range of stakeholders (CSOs, government, international development agencies) through a consultative approach.
  • Experience working in West and Central Africa, particularly Guinea, is an asset.
  • Proven ability to deliver effectively and on time and achieve results.
  • Excellent writing skills in French and proficiency in English is mandatory.
  • Mastery of French language and good level of English required.
