The Education Project Manager will implement delegated education project portfolio within the Emergency Rapid Response Mechanism (ERRM) Consortium in South Sudan. The role involves overseeing project implementation, building staff capacity, providing technical direction, managing budgets, liaising with stakeholders, and ensuring quality deliverables in education in emergencies programming.

Responsibilities

  • Line management responsibilities for directly reporting staff including performance management, goal setting, recruitment, induction, development and ensuring Duty of Care
  • Adherence to NRC policies, guidance and procedures
  • Contribute to development of Country, Area and Core Competency strategies and relevant CC projects
  • Coordinate and manage education project implementation including activities, budget and documentation in line with proposals, strategies and donor requirements
  • Implement technical interventions ensuring high technical quality of project
  • Provide regular progress reports to Emergency Response Manager, Area Manager(s), Education Specialist and others
  • Ensure projects target most vulnerable beneficiaries and explore innovative approaches
  • Liaise and collaborate with local authorities and key stakeholders
  • Promote rights of displacement affected populations and PSEA standards within NRC and beneficiaries
  • Provide technical direction to EIE team and ensure program results are achieved within time, scope, and budget
  • Provide guidance on Donor regulations and ensure compliance
  • Develop work plans and ensure efficiency in project activity scheduling
  • Coordinate with MEAL Manager to design and manage system for tracking results
  • Engage with project stakeholders including consortium members for synergies and standardization
  • Represent project in forums such as emergency coordination meetings, education cluster, Technical Working Groups, donor meetings, steering groups
  • Engage and coordinate with consortium members, education officials, external stakeholders including private sector actors
  • Compile regular project reports and other outputs as per donor requirements
  • Ensure timely implementation of project activities by NRC and partners as agreed in project documents and MOUs
  • Plan and oversee strategic capacity building of NRC and partners staff
  • Ensure strong community participation and observation of Accountability to Affected communities’ principles
  • Undertake any other duties assigned by supervisor

Requirements

  • At least a Bachelor degree in education or equivalent; Advance degree in Social Sciences or any other relevant field
  • A minimum of 5 years’ experience in project management in insecure, complex, and volatile environments
  • Highly developed interpersonal and communication skills including influencing, negotiation, coaching and capacity building
  • Ability to work with culturally diverse teams
  • Excellent writing and speaking skills and ability to develop complex arguments
  • Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures
  • Fluency in English, both verbal and written
  • Excellent knowledge of education in emergencies programming, strong understanding of INEE minimum standards and humanitarian principles including policies, frameworks, networks, and stakeholders
  • Strong experience working in a partnership model and establishing and maintaining coordination and communication systems at inter-agency level
  • Technical expertise in education, youth, adolescence, peacebuilding, teacher education, socio-emotional awareness and learning, disability inclusion, gender mainstreaming
  • Experience in managing large projects implemented in different geographic areas
  • Proven experience in developing and managing multi-year program budgets
  • Knowledge of South Sudan Context
  • Knowledge of Juba Arabic is desirable
