The Team Lead provides technical leadership and managerial support within the Department of Accelerated Diseases Control & Elimination, focusing on vaccine-preventable diseases (VPD) accelerated control and elimination, outbreak reduction, response, and recovery. The role involves developing health policies, managing a technical team, coordinating research and innovation, and representing the programme at global and regional levels.

Responsibilities

  • Provide technical leadership and managerial support within the Department for VPD accelerated disease control and elimination and outbreak reduction, response and recovery.
  • Develop and propose technical health policies and strategies in collaboration with regional and country offices.
  • Manage the programme area including a small team of technical staff, workplans, financial resources, and implementation of activities.
  • Promote and coordinate research and innovation on best practices and capacity building.
  • Manage monitoring, evaluation, and reporting of key performance indicators and programme deliverables.
  • Serve as technical reference among peer community, UN agencies, and other stakeholders.
  • Liaise with partnerships in UN agencies, donors, and research institutions to position technical work into global and national policies.
  • Represent the programme at meetings to advocate for WHO's vaccine-related disease control priorities.
  • Lead Measles and Rubella Partnership and shape IVB portfolio in measles and rubella elimination.
  • Coordinate IVB collaboration with Health Emergencies Programme and other initiatives for vaccination and outbreak response, especially in fragile settings.
  • Serve as IVB focal point for vaccine and immunization strategies for VPD outbreak/epidemic/pandemic response.
  • Oversee mobilization, management, and monitoring of financial resources including donor reporting and workplan implementation.
  • Respond to media and communication inquiries on vaccine preventable disease control and outbreak issues.
  • Apply expertise in outbreak risk assessment, reduction, response, and recovery to guide strategic planning and decision-making.
  • Develop technical guidance and tools in the technical area.

Requirements

  • Advanced university degree (Master's level) in Medicine, Epidemiology, Public Health, Health Policy, Public Policy, Global/International Health, Paediatric Health, or other related field.
  • Desirable: A PhD in one of the above-mentioned fields.
  • A minimum of 10 years of relevant professional experience in international global health and communicable disease prevention and control.
  • At least 7 years of experience in health policies and strategies related to vaccine-preventable diseases.
  • Demonstrated experience with elimination or eradication programmes for vaccine preventable diseases.
  • Direct field experience working on vaccine preventable disease control and elimination, including outbreak response in low-resource settings.
  • Experience managing human and financial resources.
  • Experience leading development of policies, guidelines or training materials.
  • Proven track record building collaborative partnerships at global or regional level in public health or vaccine-preventable diseases.
  • Experience interacting with a broad range of immunization stakeholders at global and country level.
  • Desirable: Experience building and influencing complex multi-stakeholder partnerships and coordinating multi-stakeholder convenings.
  • Desirable: Experience in technical assistance, training and capacity building at country, regional and global levels.
  • Desirable: Experience with global and regional partnerships and working with donors.
  • Proficiency in more than one UN language.
  • Strong technical skills in accelerated vaccine-preventable disease control and elimination, with expertise in measles and/or rubella control.
  • Expertise in outbreak preparedness and response.
  • Understanding of immunization system components and interaction with outbreak reduction and recovery goals.
  • Experience with Health Emergencies Programme, Global Polio Eradication initiative and/or Measles and Rubella Partnership.
  • Skills in planning and coordination of multidisciplinary public health programmes.
  • Excellent team management and financial oversight skills.
  • Good skills in resource mobilization.
  • Ability to engage and communicate effectively with external partners including Ministries of Health, Donor institutions, Civil Society, and other stakeholders.
  • Commitment to collaborate effectively with other key partners in immunization.
  • Knowledge of immunization programmes and key global initiatives such as Gavi, the Vaccine Alliance, the Global Polio Eradication Programme and/or Measles and Rubella Partnership.
  • Desirable: Project management, resource mobilization or donor advocacy experience.
  • Highly motivated with initiative and ability to influence.
  • Strong planning and organizational skills.
  • Ability to adapt to organizational changes.
  • Technical and analytical writing skills.
