See your match score & applyThe Information Management and Technology Officer will manage, coordinate and implement ICT activities in the IOM Libya Country Office and its Sub-Offices, ensuring compliance with IOM ICT policies and strategies. The role includes supervising the ICT team, liaising with stakeholders, managing cybersecurity compliance, and supporting data management for displacement tracking and reporting.
Responsibilities
- Manage and coordinate the activities of the Information and Communications Technology (ICT) Unit in the Country Office ensuring timely and accurate response and compliance with IOM ICT policies and strategy.
- Engage and liaise with CO management, Heads of Units, and field operations for provision of ICT solutions and services including humanitarian emergencies.
- Act as ICT Business Relationship and cybersecurity local liaison Focal Point with IOM programmes, global cybersecurity programme, Governmental, donors, UN Agencies, NGOs, ICT service providers, and Vendors.
- Participate in the ICT Working Group in Country representing the CO in discussions and initiatives.
- Supervise, train and equip the CO’s ICT Team to implement strategic initiatives, respond to information security incidents, and provide Tier 1 support escalating as needed.
- Prepare CO’s ICT documentation including SOPs, Business Continuity Plan, Disaster Recovery Plans and ICT Risk record.
- Manage and monitor delivery and efficiency of services and redundancy in line with IOM ICT standards and global SOPs.
- Conduct service improvement assessments and advise CO management on ICT infrastructure and solutions optimization.
- Provide specialized data-related advice to users, analyzing requirements and translating into business outcomes.
- Develop, maintain and ensure technical specifications for procurement and provision of ICT-related equipment, supplies, and services; guide technical evaluations.
- Supervise and manage implementation of security and compliance controls of the IOM global cybersecurity programme and donor compliance with HQ ICT Information Security Unit oversight.
- Develop, implement and administer database information systems for Displacement Tracking Matrix (DTM) implementation.
- Develop data collection and entry tools.
- Prepare analytical tools and reports for displacement trends, needs assessments and programme activities using various databases.
- Support reporting and analysis of data for donors and stakeholders ensuring data consistency and providing statistical information and mapping.
- Perform other duties as assigned.
Requirements
- Master’s degree in Computer Engineering, Computer Science, Information Management, Information Technology, or a related field from an accredited academic institution with five years of relevant professional experience; or, University degree in the above fields with seven years of relevant professional experience.
- Certificate in any of the following: Cisco Certified Network Associates (CCNA), Microsoft Azure certifications, Microsoft Certified System Administrator (MCSA), Microsoft Certified Database Administrator (MCDBA), Microsoft Certified System Engineer (MCSE), is a distinct advantage.
- A certificate in project management (PMP or Prince2) and/or IT service management (ITIL) is a distinct advantage.
- Experience in overseeing and management of the implementation and administration of Microsoft Windows and Serverless networks environment (LAN/WAN) and first-level network/desktop support in a large international organization is required.
- Experience in supervisory role and management of ICT functions in an international organization or an international agency in a field location; supporting emergency, complex/post-conflict Country Office.
- Progressively responsible experience in planning, design, development, implementation, and maintenance of computer information systems.
- Knowledge and demonstrated experience in cybersecurity compliance and security control implementation and maintenance, cybersecurity incident response and recovery.
- Extensive knowledge and experience in Microsoft 365 cloud-based applications and technologies.
- Experience providing policy advice to senior managers on systems development in a changing business environment and the implications of various alternatives, on business applications planned for future needs and other related issues.
- Advanced oral and written communication skills; refined soft skills and demonstrated ability to communicate with business leaders and those with limited technical background effectively is essential.
- Extensive knowledge of Windows Operating System, Network/Systems administration, TCP/IP, Telecoms, Network Protocols, Cisco devices, Virtual Private Network (VPN), VoIP, MS Office 365 apps, Antivirus Software, and utilities.
- Knowledge of web-based development, geographical information systems, and/or mapping tools would be a distinctive advantage.
- Demonstrated ability to work with minimal supervision and demonstrate a high level of initiative, perseverance, and professional commitment to achieve high-quality results.
- Knowledge and demonstrated experience in database information systems and data processing tools.
- Knowledge of web-based development and other development tools and reporting, including future projections on the potentials of current and new technologies.
- Demonstrated ability to handle confidential data in a professional, responsible and mature manner.
- Demonstrated ability to coach individuals, to work effectively and harmoniously with colleagues within a team from varied cultures and professional backgrounds.
- Fluency in English is required (oral and written).
- Working knowledge of Arabic and another official UN language (Chinese, French, Russian and Spanish) is an advantage.
