The Supply and Logistics Officer supports supply chain operations for the field office in response to the Ebola emergency. Responsibilities include planning, procurement, contracting, customs clearance, warehousing, inventory and stock management, transportation, fleet management, and distribution to ensure effective delivery of supplies, including Infection Prevention and Control commodities.
Responsibilities
- Manage supply chain operations for the field office or specific components of a larger supply operation in support of the Ebola emergency response.
- Plan, procure, contract, clear customs, warehouse, manage inventory and stock, coordinate in-country transportation, fleet management, and distribution.
- Monitor safe storage, handling, and last-mile delivery of supplies, including time-critical Infection Prevention and Control (IPC) commodities.
- Work closely with programme teams to define supply interventions that meet programmatic needs and contribute to achieving results for children.
- Provide operational and advisory support to government counterparts, national systems, and implementing partners on supply chain and logistics management.
Requirements
- A university degree is required in Business Administration, Management, Economics, Supply Chain Management, Logistics, Procurement, Contract/Commercial Law, International Development, Health or related field.
- A minimum of two (2) years of relevant experience, at the national and international levels, in supply, logistics, procurement, contracting, administration and/or other directly related technical fields is required.
- Understanding of development and humanitarian work.
- Experience gained in a humanitarian, emergency, or public-health-emergency setting.
- Experience supporting an active outbreak or emergency response (e.g., Ebola, cholera, measles, mpox, displacement, or a declared L2/L3 emergency), preferably in the Democratic Republic of the Congo or comparable fragile, conflict-affected, and resource-constrained environments.
- Experience working with and/or through counterparts (Government and decentralized authorities, UN agencies, cluster and coordination mechanisms, implementing partners) to deliver measurable results in insecure or hard-to-reach areas.
- Fluency in French is required.
- Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is desirable.
- Emergency, Health supply chain management experience is desirable.
- Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts is desirable.
- Emergency experience is an advantage.
- Health supply chain management experience is an advantage.
