The Human Rights Officer is responsible for managing programmatic support to Liberia's national transitional justice process, including implementation, monitoring, evaluation of projects, and providing technical and strategic advice on judicial and non-judicial mechanisms. The role involves legal advice, monitoring compliance with human rights law, data analysis, report drafting, and fostering partnerships to advance equality and accountability.

Responsibilities

  • Lead and coordinate monitoring of human rights and international humanitarian law implementation and follow-up on recommendations from human rights mechanisms.
  • Coordinate and manage collection, documentation, and quality control of evidence-based information on civil, cultural, economic, social and/or political rights.
  • Lead collection, verification and analysis of multi-source information relevant to human rights thematic and/or country-specific situation.
  • Prepare analytical papers to inform human rights strategies, crisis management, prevention and response policies, programmes and strategic decision-making.
  • Design and deliver human rights capacity-building programmes for State institutions, security forces, NHRIs, civil society and other stakeholders.
  • Ensure human rights mainstreaming within assigned areas, integrating norms into political, peace and security, humanitarian, development and economic frameworks.
  • Coordinate and lead provision of human-rights-based technical assistance on administration of justice and security-sector issues.
  • Provide substantive advice to civil society on integration of human rights into protection, rule of law, human rights economy, transitional justice and accountability.
  • Advise UN leadership and partners on integration of human rights into protection, rule of law, economic policy, transitional justice and accountability.
  • Advise on and coordinate promotion of transitional justice processes to fight impunity.
  • Manage and coordinate fundraising and resource mobilization activities.
  • Coordinate and lead delivery of training programmes and workshops for UN staff and partners.
  • Manage and coordinate team activities including hiring, training, task assignment and deadline management.

Requirements

  • Advanced university degree (Master’s degree or equivalent) in human rights, law, political science, international relations, social sciences, economics, public policy, sustainable development, humanitarian affairs or related field is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A minimum of 7 years of progressively responsible experience in human rights or related areas is required.
  • Relevant experience may include political affairs, public affairs, international relations, law, social sciences, economics, development, humanitarian affairs, or other related areas.
  • Skills in designing, delivering, and evaluating capacity-building and training programmes is required.
  • Skills to integrate a human rights-based approach, leave no one behind, gender equality and women's empowerment into all areas of work is required.
  • Knowledge of international criminal law and its application is required.
  • Programme management skills is desirable.
  • English language proficiency at UN Level III for reading, writing, listening, and speaking is required.
