The Programme Specialist (Gender and Disability Inclusion) supports country office programming by providing expert technical advice and operational support to ensure integration of gender, disability and adolescent development in UNICEF's advocacy, policies, programmes and humanitarian work. The role involves programme development, management, advisory services, advocacy, partnership building, and capacity building to promote adolescent rights and inclusion.

Responsibilities

  • Update the situation analysis of adolescents and young people in the country and conduct assessments to establish age, disability and sex disaggregated evidence-based data for UNICEF advocacy and development of policies, frameworks and programmes
  • Assess national/regional/international development priorities to identify opportunities and strategies to enhance delivery of services and achievement of objectives on adolescent development and participation and gender equality
  • Participate in CO programme formulation, planning and preparation to provide input, advice and operational support on integration of cross sectoral policies and frameworks
  • Establish specific goals, objectives, strategies and implementation plans for adolescent development and participation programmes/projects across all sectors using results-based planning methodology
  • Work closely and collaboratively with colleagues and partners to discuss strategies and methodologies that enhance realization of adolescent rights
  • Ensure voices of adolescents and children are systematically taken into consideration in programme cycle
  • Provide authoritative technical guidance/operational support throughout all stages of programming to facilitate management and delivery of results contributing to gender equality
  • Support assessment and identification of adolescent, disability and gender needs for emergency preparedness and response
  • Plan and/or collaborate with monitoring and evaluation initiatives to establish age, disability and gender disaggregated benchmarks and indicators
  • Support strengthening of data systems and accountability mechanisms to monitor and evaluate progress on gender and disability results
  • Support high quality reporting on gender results and biannual performance review of GEAP and DIPAS specified results
  • Participate in major monitoring and evaluation exercises, programme reviews and annual reviews with government and counterparts
  • Prepare/assess monitoring and evaluation reports to identify gaps, strengths and weaknesses in programme and management
  • Plan, monitor and oversee use of programme resources certifying compliance with organizational rules and donor commitments
  • Provide technical leadership to generate knowledge on situation of children with disabilities and adolescent girls and boys
  • Work with programme colleagues and management to define, measure and report adolescent development, disability inclusion and gender results
  • Submit/prepare proposals and reports to donors and partners to raise resources and keep donors informed
  • Participate in strategic discussions and meetings to provide evidence-based papers and inputs on gender, children with disabilities and adolescent development
  • Provide technical advice and guidance to government officials, NGO, UN system and partners on policies and strategies on gender mainstreaming and adolescent development
  • Participate in cross-sectoral collaboration and coordination on key programmatic results on gender and disability inclusion
  • Prepare policy papers, briefs and other strategic programme materials
  • Provide technical advice to internal staff and external partners on approaches to enhance adolescents’ participation applying gender and disability inclusion lens
  • Support development, implementation and monitoring of high-quality gender and disability inclusion programming
  • Lead advocacy drive for children with disability and adolescent rights with focus on adolescent girls
  • Build and strengthen strategic partnerships through networking and advocacy with governments, UN agencies, donors, NGOs, research institutes, youth led organizations and private sector
  • Contribute to preparation of advocacy and communication strategies and implementation plans
  • Participate and/or represent UNICEF in inter-agency discussions and planning on adolescent development, disability inclusion and gender equality
  • Promote, document and disseminate critical thinking, innovative approaches and good practices on gender equality, disability inclusion and adolescent development
  • Keep abreast, research, benchmark and implement best and cutting-edge practices on gender equality, disability inclusion and adolescent development
  • Support Adolescent, Disability and Gender staff in Centres of Excellence to advance technical and research capacity
  • Contribute to development of policies and procedures and introduce innovation and best practices
  • Organize/plan/implement capacity building initiatives to enhance competencies of internal and external partners

Requirements

  • An advanced university degree in one of the following fields is required: gender, development studies, law, anthropology, psychology, sociology, education or another relevant technical field
  • A minimum of five years of professional experience in social development planning (including gender equality and/or disability inclusion) and management in adolescent development related areas
  • Fluency in Bahasa Indonesia and English
  • Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts is desirable
  • Experience working on children or adolescent related programming is desirable
  • Experience with women’s organizations will be an asset
  • Relevant experience in a UN system agency or organization would be an advantage
