The consultant will support the Palestinian Ministry of Finance and Planning in activating the National Population Committee, facilitating multi-sectoral coordination, generating demographic evidence, and supporting strategic planning for 2028-2030. The role involves technical coordination, capacity building, and documentation to integrate demographic resilience into national development strategies.

Responsibilities

  • Serve as the central coordinator and Technical Secretariat for the MoFP/NPC, supporting the Deputy Minister's office in managing communications, drafting agendas, and facilitating high-level meetings.
  • Develop and finalize a comprehensive 2026-2027 NPC Operational Roadmap and Work Framework.
  • Assist in identifying and convening a Reference Technical Group of national, regional, and global experts to advise the NPC.
  • Organize and facilitate sectoral expert roundtables to analyze demographic trends and socio-economic contexts.
  • Formulate guidance to ensure the 2028-2030 Strategic Plan is responsive to demographic changes.
  • Develop a capacity building plan and organize webinars/technical discussions to build capacity of NPC members and line ministry leaders.
  • Equip NPC members with practical tools to integrate demographic data into sectoral strategies.
  • Ensure comprehensive documentation of all technical meetings, workshops, and high-level dialogues.
  • Produce and submit all required technical documents including the NPC Operational Roadmap.
  • Prepare monthly timesheets and progress reports endorsed by MoFP and UNFPA.

Requirements

  • Advanced university degree in Demography and/or Population Studies, Public Policy, Economics, or related fields.
  • Fluency in Arabic and English (written and spoken) as evidenced by the CV and proposal quality.
  • 7-10 years of proven experience in health, social and economic policy analysis, demographic and population research, and strategic planning.
  • Track record of successfully facilitating high-level policy dialogues, multi-stakeholder roundtables, and capacity-building workshops.
  • Deep understanding of the Palestinian national data ecosystem, SDGs.
  • Prior experience working with government entities (MoFP, PCBS, Prime Ministers Office, Ministry of Social Development, Ministry of Health, etc).
  • Prior experience working with UNFPA is preferable.
  • Demonstrated alignment with UN/UNFPA core values and mandates.
