The Programme Associate supports the Conflict Prevention and Resolution Programme within the OSCE Mission to Moldova by coordinating projects, providing financial and administrative support, liaising with partners, preparing reports, and maintaining programme documentation. The role involves assisting in programme development, monitoring, and organizing events to support programme objectives.

Responsibilities

  • Assist in identifying, developing, co-ordinating and monitoring programme and project activities, including supporting the preparation of project proposals, work plans, budgets and implementation strategies within the CPR Programme area
  • Co-ordinate administrative, financial and logistical processes related to programme implementation, including procurement actions, project documentation, expenditure tracking, maintenance of programme records and ensuring compliance with organizational procedures
  • Review financial and narrative reports submitted by implementing partners, maintain implementation records and support the monitoring and evaluation of programme activities through the review of reports, documentation and participation in monitoring activities
  • Develop and maintain effective working relationships with governmental counterparts, international organizations, NGOs, implementing partners and other national and international stakeholders relevant to programme implementation
  • Prepare correspondence, briefing notes, background papers, analytical summaries, presentations and programme reports, as well as provide interpretation and translation support during meetings and programme-related activities, when required
  • Organize and co-ordinate meetings, workshops, conferences, round tables and other programme-related events, participate in relevant seminars and conferences, report on outcomes and recommendations, and perform other duties as assigned in support of programme objectives

Requirements

  • Completed secondary education supplemented by formal training in project management, public administration, finance, accounting, international relations or other related fields
  • A minimum of six years of progressively responsible professional experience in programme/project management, administration, finance, accounting or related areas
  • Experience working in an international organization, governmental institution or NGO environment is an asset
  • Good knowledge of programme and project management processes, including planning, budgeting, monitoring and reporting
  • Ability to maintain confidentiality and exercise sound judgement in sensitive situations
  • Strong drafting, analytical and organizational skills
  • Excellent verbal and written communication skills in English, Romanian and Russian
  • Computer literacy with practical experience in Microsoft Office applications and administrative/financial systems
  • Ability to work with people of different nationalities, religions and cultural backgrounds
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities
  • Analytical and quantitate skills, preferably related to budget matters
