The consultant will develop a comprehensive Border Management Strategy for Libya, reviewing existing national frameworks and aligning with international standards. The role involves strategic planning, institutional coordination, and capacity development to strengthen border governance and security in Libya.
Responsibilities
- Conduct a comprehensive review of existing national strategies and frameworks including the Security Plan to Reduce Smuggling and Control the Borders and the Four Lines of Defense framework.
- Analyse the current legal, regulatory, and institutional framework governing border management, migration, and cross-border cooperation.
- Assess operational capacities, infrastructure, coordination mechanisms, and existing gaps.
- Develop a comprehensive Border Management Strategy guided by the EU Integrated Border Management concept and relevant guidance from the EU, WCO, and World Bank.
- Ensure the strategy builds on and operationalises existing national frameworks, defines clear institutional roles and coordination mechanisms, aligns with international standards and good practices, clarifies command structures, roles, and SOPs, and establishes effective mechanisms for information sharing, joint planning, coordinated operations, and handover procedures.
- Develop a phased and costed implementation plan covering 1 to 3 years with prioritised actions, clear timelines, responsibilities, and performance indicators.
- Identify and propose legal and regulatory reforms required to harmonise border governance frameworks and institutional strengthening measures to improve coordination and accountability.
- Engage with relevant Libyan authorities at national and local levels and consult with regional and international stakeholders.
- Conduct field assessments where feasible and align with international standards and best practices.
- Submit a work plan one week after contract start and provide a mid-term update on data collection and consultations four weeks after contract start.
- Deliver a draft Border Management Strategy and phased implementation plan with costing and indicators 60 days after contract start.
Requirements
- Advanced academic background in border management, security studies, migration governance, public policy, law, international relations, or a related field relevant to strategic planning and institutional development.
- Demonstrated experience in planning and infrastructure development in cross-border trade.
- Demonstrated experience in conducting and/or developing strategy documents for security authorities.
- Demonstrated experience in working with authorities involved in border management is desirable.
- Working experience on border management, both thematic and operational, is an asset.
- Prior work experience with an international organization and/or providing technical assistance to national border management authorities is an asset.
- Good understanding of the Libyan and African context of migrants’ flows along the Central Migration Route.
- Proven analytical, interpersonal and organizational skills.
- Fluency in English and Arabic is required.
