The Finance and Budget Officer is responsible for financial and budgetary management of capacity development programmes and projects within the Department of Economic and Social Affairs. The role includes budget preparation, administration, monitoring, and providing substantive support to intergovernmental bodies, ensuring compliance with UN financial regulations and policies.

Responsibilities

  • Review, analyse and finalize the preparation of the medium-term plan and its revisions based on departmental submissions and intergovernmental body recommendations.
  • Provide substantive support to intergovernmental and expert bodies in their review of the medium-term plan and secure approval from the General Assembly.
  • Ensure legislative mandates are accurately translated into program budgets.
  • Review, analyse and finalize cost estimates and budget proposals from departments/offices and peacekeeping operations ensuring compliance with mandates.
  • Provide detailed input on resource requirements for budget submissions.
  • Review and finalize program budget/financial implications to Security Council statements.
  • Provide substantive support to intergovernmental bodies in budget review and assist in securing General Assembly approval.
  • Issue allotments, authorize sub-allotments, and manage budget implementation and reallocation of funds as necessary.
  • Monitor expenditures to ensure they remain within authorized levels.
  • Administer and monitor extra-budgetary resources ensuring compliance with regulations and policies.
  • Authorize payments to Governments for certified claims and troop reimbursements.
  • Prepare budget performance submissions and analyze variances between approved budgets and actual expenditures.
  • Provide advice and training to staff on budgetary and financial policies and procedures.
  • Participate in inter-departmental meetings and technical survey missions related to resource requirements and budgetary issues.
  • Keep up-to-date on documents and guidelines affecting program and peacekeeping budgets.
  • Draft reports and official documentation related to budgetary issues and reimbursements.
  • Undertake research and analysis of budgetary policies and recommend changes.
  • Act as Certifying Officer ensuring obligations and expenditures comply with approved budgets and regulations.
  • Ensure integrity of financial and management systems and controls.
  • Support representation of the Secretary-General in legislative meetings.
  • Represent OPPFB or division in inter and intra-departmental meetings.
  • Plan, organize, manage and supervise the work of the Unit/Section assigned.
  • Collect and analyze data to identify trends and provide insights using data visualization methods.
  • Perform other related duties as required.

Requirements

  • Advanced university degree (Master’s degree or equivalent) in business administration, finance, or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
  • At least seven years of progressively responsible experience in finance, administration, budget, business administration or related field is required.
  • A minimum of 5 years of experience in financial analysis and reporting is required.
  • A minimum of 3 years of experience with finance and budget modules of ERP systems is required.
  • A minimum of 3 years of experience in the coordination of activities related to budget and funding and the preparation of related documents (progress reports, financial statements, work programme and programme budget) is required.
  • Experience in the administration of extra-budgetary funded projects, including review and clearance of contribution agreements and preparation of donor financial reports is required.
  • Experience in drafting financial policies, financial regulations and rules or financial and operational guidance notes within the UN common system or other intergovernmental organization is desirable.
  • English language proficiency at UN Level III in reading, writing, listening, and speaking.
