The Treasury Analyst (Cash Management) is responsible for the accuracy and quality of daily operations of the Cash Management payment and back office team at IFAD. The role involves minimizing operational and financial risks, developing workflows, managing liquidity, post-trading, payments, accounting and reconciliation, and liaising with internal and external stakeholders to support IFAD's financial sustainability and credit rating.
Responsibilities
- Act as a credible, trusted finance business partner supporting IFAD's finance strategy and plans.
- Provide advice and guidance on finance regulations, rules and procedures to supervisors and staff.
- Monitor financial performance and prepare and evaluate financial reports.
- Review, approve, reconcile and process accounting transactions regularly.
- Analyze and project programme financial implications.
- Ensure timely and correct entry into the General Ledger and approve all payable, receivable and correction journals.
- Manage non-complex loans and grants portfolio including review of project design documents related to financial management.
- Analyze, recommend and trade individual securities for IFAD's internal investment portfolios.
- Serve as an agent of change promoting acceptance of new methods and automated workflows.
- Manage integrity and transparency in use of assigned IFAD resources.
- Ensure correct booking, confirmation and settlement of investment and funding transactions.
- Manage daily short term liquidity including adherence to policy liquidity requirements and cash flow data.
- Support operational activities of the Cash Management team including accounting and reconciliation within IFAD Internal Control Framework.
- Manage daily payment operations ensuring timely and quality processing of transactions.
- Maintain relationships with banks, SWIFT and other external institutions related to cash management.
- Support system usage and onboarding including Treasury Management systems like Dimension, PeopleSoft and SWIFT.
- Support business continuity planning and testing for Treasury operations.
- Complete official documents requiring IFAD banking details and certifications.
- Make recommendations on management of resources and propose initiatives for efficiency and risk minimization.
- Analyze financial data trends and recommend changes to models and assumptions.
- Contribute to knowledge sharing on payment/disbursement and Treasury accounting flows.
- Represent the Cash Management team leader at internal and external meetings as required.
Requirements
- Advanced university degree from an accredited institution in finance, accounting, payments or other job related field. The advanced degree may be substituted by a first university degree and at least four additional years of relevant professional experience over and above the minimum years of experience.
- At least two years of progressively relevant professional experience in a similar position, preferably in the United Nations or an international financial institution, or another multi-cultural organization or a national organization providing support on a global scope.
- Two years experience in international payments and/or post trading back-office operations.
- In-depth knowledge of payment and accounting software systems (e.g. Peoplesoft, SWIFT), particularly in liquidity management, payment execution, investment settlement solutions and workflow performance.
- Ability to manage cash management and back office team efficiently and effectively.
- Know-how in the management of investment settlement processes, securities and derivatives life cycle event management and reporting, investment processes and securities trading, cash management processes is an asset.
- Professional qualifications from accredited entities (for example ICMA) or from IFIs/Central Bank programmes are an asset.
- Required language: English (4 - Excellent).
- Desirable languages: French, Spanish and/or Arabic (3 - Good).
- Knowledge of Italian would be an asset.
- Ability to strictly adhere to established, formal guidelines, including in new situations.
- Ability to interpret established, formal guidelines to address and recommend solutions or further actions required.
- Knowledge of capital markets instruments (fixed income, derivatives, loans), risk and performance metrics and quantitative tools of fixed income valuation (cash flow, present value, interest rate risk, duration, etc.).
- Know-how in liquidity planning, liquidity investment, investment portfolio management and reporting.
- Know-how in fintech applications, robotic process automation, blockchain and digital finance applications to design, setup, implement and report.
