The consultant will provide specialized support in Social and Behavioral Change in Emergencies (SBCiE) and Risk Communication and Community Engagement (RCCE) for public health emergencies. The role involves supporting coordination, capacity building, knowledge management, and technical assistance to UNICEF and other UN agencies to enhance emergency response and preparedness.
Responsibilities
- Support organization of global/regional networking mechanisms including consolidation of presentations, maintaining dashboards, drafting minutes and action points.
- Support coordination of regional SBCiE/RCCE inter-agency collaborations for technical cross sectoral support, knowledge management, and development of tools and methods.
- Coordinate UNICEF contributions to regional partner initiatives and ensure integration of Accountability to Affected Populations (AAP) approaches.
- Revise or develop guidelines, standards, tools and resources for behaviourally informed planning, research, implementation, monitoring and evaluation of SBC dimensions in humanitarian actions.
- Support coordination of global research studies and reviews in SBC in emergency and transition contexts.
- Establish mechanisms and platforms for collection and use of social, behavioural and community-sourced data in emergency initiatives including community feedback mechanisms.
- Conduct analyses of country level SBC dimensions of humanitarian actions to identify outcomes, innovations, lessons learned and good practices.
- Support and facilitate mechanisms and resources for systemic knowledge generation such as case studies, dissemination and sharing of experiences among UNICEF staff and partners.
- Support capacity strengthening initiatives focusing on SBCiE/RCCE and its principles to external and internal stakeholders.
Requirements
- Advanced university degree in social and behavioral science, sociology, anthropology, psychology, education, communication, public relations or another relevant technical field.
- At least 8 years of professional work experience at national and international levels in Social and Behavior Change / Community Engagement for humanitarian response and Public Health Emergencies.
- Preferred experience in emergency preparedness and response at field level.
- Strong ability to work collaboratively with multidisciplinary teams, government agencies, and community organizations.
- Ability to establish and maintain relationships with stakeholders, including healthcare providers, NGOs, and international health organizations.
- Strong analytical skills with the ability to interpret qualitative and quantitative data and translate findings into practical recommendations for programmes.
- Experience designing and delivering capacity building activities such as trainings, workshops, simulations, or webinars for technical and non-technical audiences.
- Demonstrated ability to produce high quality written outputs including analytical reports, dashboards, strategies, and case studies.
- Ability to manage multiple workstreams, coordinate with diverse stakeholders, and deliver outputs under tight timelines.
- Fluency in English required; knowledge of additional languages, namely French, Arabic, and Portuguese is an advantage.
